$01 Oakland's spectacular new zoo in Knowland State Park is getting off the drawing boards and into the first phases of construction. Grading of the 100-acre zoo site on Bountain Blvd. is al ready well under way, according to Raymond H. Miller, chairman of the Oakland Park Commission's zoo development project. And.

the laying of utility lines was beri gun this week by Red Top Electric Co. of Hayward, under contract with the Oak land Park Department, Miller adds. When this work is com pleted and bids are in, construction of service buildings and restrooms will start. Con nection of utility lines to the completed elephant house in the India-Burma Exhibit area will mean that Miss Effie, the zoo's personable Indian pachyderm, will be able to move into her new quarters DISPLAY "ISLANDS" The projected half -million dollar development of East Oakland's historic park will eventually include display "islands" on various levels of the canyon extending down toward the meadow from the promontory on which the Sidney A. Snow Building is locaiea.

Integrated Into the overall design by a continuous motif of circles and semi-circles in plantings, walks, and buildings, each area will feature an individualistic treatment based on the natural environment of animals and birds housed there. CIRCULAR RAMP On the top lovel, near the entrance- building, will be a towering cylindrical gibbon cage with a circular ascending ramp taking visitors around the outside and then, in a protected passageway, through the cage at a height where the small apes, known as "the acrobats of the animal kingdom," will be performing their exciting feats. The passageway will continue through an adjoining aviary which is to contain birds naturally associated with the gibbons in their native habitat. LAST 2 ARTHUR invites you V. visitor win see Miss Effie in her turreted concrete home, complete with the only built in "belly scratcher" in the world and a moat where the 10-y a r-old elephant may make her daily ablutions.

Nearby, a group of lordly Bengal tigers will further the India-Burma theme. -SIMULATED VELDT In the second phase of the zoo's development, a unique "drive-through" pan will enable visitors to tour a simulated veldt with lions roaming free in one enclosed area and several types of African antelope in another. The novel feature of this arrangement is that the people, not the animals, will be in the cages. Miller said. Financing of the zoo1 development has been undertaken by the East Bay Botanical and Zoological Society, under President Frank Hogan, in cooperation with the Oakland Park Department.

A fund of offered by the City Councilxn a matching basis, has made preliminary work possible. The zoological society's cam Sam B. Goodman, retired East Oakland merchant and civic leader, is securing donations from individuals and organizations throughout the community. Details may be obtained by writing Goodman at the park, 98th Avenue and Mountain RnnlAVATd. ZOO ARCHITECTS Architect of the zoo de- velopment is Norris M.

Gad- dis of Oakland, who is working in cooperation with Amedee M. Sourdry, Park De partment landscape architect, and Dr. Raymond D. Young, zoo director at the park. Knowland State Arboretum, and Park is owned by the State of California, but is ad- uiuiNivibU) upvi uvu taiavt veloped by the local park department, with the East Bay Botanical and Zoological owner of the park for 20 years before the State bought it in 1947, continuing in an advisory capacity.
