KATY KUEHNERSTAFF Panhandlers are a common sight at Tampa's major intersections such as Kennedy and Howard. BY RAY REYES rreyestampatrib.com TAMPA The prospect of watching any of the remaining Tampa Bay Buccaneers home games on local television is bleak. A team that, not long ago, routinely sold out Raymond James Stadium and had a waiting list for season tickets is struggling this year to fill the stands. That's why Sunday's Bucs game against the New Orleans Saints is expected to be blacked out, a team spokesman said. But it doesn't end there, because team officials say they're bracing for blackouts of every home Bucs game.

"We are expecting a blackout for this (the Saints game) and the remaining slate of home games," director of communications Jonathan Grella said. "Obviously, it's a challenge we've been facing for a while now." Grella said die team's sales department is "understanding of the pace of ticket sales" and projects that its remaining home games will not sell out. A year later, Robin Swoveland said she still can't find work.

She gets money by standing at a busy intersection on Dale Mabry Highway nine hours a day, holding a sign that details her plight. "Help me please," die scrawl on the cardboard says. "I need some gas money. Find a job. No beer or no drugs.

God bless you." Swoveland, 53, said a good day is bringing at least $25 back to a motor home behind a nearby gas station, where she lives with her boyfriend. "It's really bad," she said. "It's not easy." Swoveland is just one of an untold number of panhandlers proliferating on the city's busiest streets. Some beggars have been pushed here because of a ban on street solicitation in St. Petersburg, and others are taking advantage of Tampa's more lenient laws, authorities said.

The influx of panhandlers has prompted Hillsborough County commissioners and Tampa City Council members to consider tougher laws against street solicitors. Every day, beggars camp out at stoplights on Kennedy Boulevard, offer bottled water on Ilillsbor- PANHANDLERS, Page 4 4jt m-if-' 'J Clockwise from upper left, Lee, Robin Swoveland, Edgar Arias-Hernandez and James Rideout are regulars on Tampa's streets. Bay area solicitation ordinances Municipalities across the Tampa Bay area have banned or are discussing ways to limit street solicitation. City leaders say aggressive panhandling is a hazard for pedestrians and motorists. Here is a sampling of current ordinances.

St. Petersburg: There is a blanket ban on all street vending, which includes panhandling, charity drives, newspaper sales and political campaigns. The law, passed June 13, prohibits panhandlers from approaching vehicles stopped at traffic lights and asking for money on all city roadways, including interstate ramps. Police issue warnings to first-time lawbreakers; repeat offenders have been arrested. Tampa: People can ask for money along city streets and intersections as long as they wear brightly colored reflective vests, similar to those worn by construction workers.

No one can solicit after sunset or use voice-amplifying devices such as megaphones. The rules also require street vendors to be at least 18 and to stay on the median when traffic around them is moving. Temple Terrace: All solicitation such as panhandling, and "any type of dissemination of information" including documents, literature, flowers and "printed or non-printed matter" is prohibited on city roadways. People advertising events or services including car washes and charity drives are also prohibited, Plant City: People cannot solicit money or anything of value from drivers or passengers of vehicles that are in traffic or stopped on a public street. BUSCH GARDENS Park officials said the Cheetah Hunt, shown in this rendering, could start taking passengers in late spring 20T1.
