Monday. the loiirnaL lines pipeline Study urges Canada delay gas ment officials said the recommendation puts OTTAWA, Canada (AP) In a move that may threaten the future of the project, a special government-commissioned study has recommended a two-year delay in building a Canadian pipeline to bring Alaskan natural gas to the lower 48 states. Such a delay might favor a rival U.S. plan to liquefy Alaskan gas and ship it by sea to American markets. But U.S.

officials reportedly will consider accepting the delay in re day, and the government is to make a decision by Sept. 1. FeothfTts Pipe Lines the company seeking te build the pipeline, declined immediate costament, saying it wanted time to consider the report. But its U.S. partner.

Northwest Pipeline said the group still hopes to have natural gas moving through the pipeline by November 1982. In Washington, congressional and govern turn for an increase Canadian natural gas exports to the United States. The study, conducted by Dea Kennet Ly syk of the University of British CWumbia Law School, said start of construceifM arf the $10 billion pipe) me shtuld be put off frwn 1979 to 1981, primarily to allew time to settle the land claims of Indians and otber natives of the area. The Canadian Parliament is to debate the issue in a steokd session Tbttrsday and Fri the Foothills-Northwest proposal and may improve the chances of its rival, EI Paso Pipeline Co. of El Paso.

Tex. EI Paso wants to build a pipeline across Alaska to carry the gas to the port of Valdez, where it would be cooled into a liquid and transported by tanker ship to the U.S. The overland route through Canada would cost less, but a delay in the land line could reduce the cost difference. Alby talks to resume Friday Bargaining is scheduled to resume Friday in a two-day-old strike by members of Teamsters Local 43 at Alby Materials a ready-mix concrete, sand and gravel facility on Highway 20 two miles west of Waterford. The walkout began Tuesday morning after an unsuccessful bargaining session Monday, said Mrs. Marianne Alby, the company's vice president. Mrs. Alby said the company has begun hiring permanent replacements for the strikers. Two such replacements have been put on the job so far, she said this morning.

"It's business as usual," Mrs. Alby said. "Every piece of equipment is moving on schedule."
