I- (' 1 I Elks Youth Band 2nd The Racine Elks Youth Band placed second among 32 bands over the weekend in the Grape and Wine Festival Parade viewed by some 500,000 persons at St. Catherine's, Ontario.

The Police Candidate plans to meet with Ford Leonard Smith, Republican opposing Democrat Les Aspin in the 1st Congressional District, announced he is scheduled to meet in Washington, D.C. today with President Ford and also with Republican Party leaders. Smith, of Whitewater, said he is flying to Washington today for a White House briefing by the President and administration officials on inflation and other issues. Racine man named by Freemasons George John Hoffmann, 6010 Braun Road, has been named a Knight of the York Cross of Honour. This honorary degree is the highest on the York Rite of Freemasonry. About 400 of the over four and a quarter million Freemasons qualify for the honor this year. City gets attorney program grant A $20,455 state grant, administered by the Wisconsin Council on Criminal Justice, has been awarded the City of Racine to continue its Police Department in-house attorney program for a second year. A similar grant a year ago resulted in the hiring of attorney Al Berndt to provide legal advice for the department, liaison with other legal agencies, investigation of civil suits against officers and recognition of judicial clarifications on police procedures.

Park program for 9th graders Recreation activities sponsored by the Racine Parks and Recreation Department at Washington Junior High School, a new location this year, will be limited to 9th graders.
