The repoi to the, legislature, he said, indicates that the state can profitably work on reclamation of the great quantities of waste and polluted water in the state's interior. Another major proposal of the committee, Porter said, is that state law be changed to save California taxpayers millions of dollars now spent to relocate utility holdings at water project sites. HIGH COST He noted that at the Oro-ville Dam site the state is spending $3 million to relocate a lumber company railroad assessed at less than $38,000.
