It will be colder tonight across the northern half of the Nation, with scattered snow flurries and showers in some areas. Oakland Tribune, Monday, Nov. 21, 1960 Storm Eases UpMost of Nation Fair By the Associated Press An early snowstorm, whipped into western Washington by powerful winds dumped up to 6 inches of snow on parts of the state.

The storm downed power and communications lines in several sections. Olympia, the capital city, measured 6 inches. Three inches of snow fell on Seattle. Gale force winds lashed much of Washington and Oregon, in some areas escorting heavy rain. The storm diminished today, when generally fair weather prevailed across the nation.

Cloudy skies dimmed the central Atlantic states, Ohio River Valley and parts of the Southwest. Heavy fog bedded down in Chicago for the night, cutting visibility on some major roads to 25 feet and making driving treacherous. Of a number of fog shrouded accidents, two claimed as many lives. The mercury dropped to the BLOWS OVER INTO SIERRA A weak storm front from Oregon Coast passed over the Bay Area early today, dropping just enough rain to slicken the streets, and moved eastward to the Sierra where snow showers were forecast this afternoon. The weatherman forecast clear weather for the Bay Area this evening with scattered clouds.

National Summary A large high pressure system spread over the interior of the nation from the East Coast into the lower Rocky Mountain region, helped maintain dry in though somewhat cloudy conditions most sections this morning.

The precipitation that occurred was confined to the far northwest and extreme south central portions of the country. Activity tapered off to showers in western Washington and lower elevations of the northern Rockies while higher spots continued to have scattered snows. In Texas, light rain drizzle was quite general over most of the state except for the Panhandle area and also at times in southern parts of Louisiana and Mississippi. An isolated thunderstorm passed through Waco, Texas, heading eastward. Near freezing temperatures ranged over the Appalachians and the Rockies, the mid Mississippi Valley and in a broad band from northern Minnesota and the eastern Dakotas to the Texas Panhandle, thence westward into the central Plateau region.

Below zero weather once more visited the higher mountain communities of Colorado. Elsewhere, readings in the 40s predomInated with warmer 50s or 60s the rule across the Gulf coastal areas into the arid Southwest and California. Cavanaugh Jr. promises to launch the most intensive fire inspection program "ever conducted in any part of the country" in a downtown loft district he calls "Hell's 50 Acres." Meanwhile, an emergency fund was started yesterday for the fimilies of three firemen killed in a loft building fire Friday night.

18-(5t) OBITUARIES Emma Moore Elder Services will be held -Wednesday for Emma Moore Elder, member of a wellknown San Francisco family and widow of bookseller Paul Elder, who died Saturday after a long illness. Her husband, founder in 1898 of Paul Elder's Books, died in 1948. Mrs. Elder was born in San Francisco, the daughter of attorney Joseph Moore. She lived in Berkeley for many years, but later returned to her native San Francisco.

She is 'survived by two sons, Paul Elder Jr. of San Francisco and Scott Elder of Berkeley; a daughter, Pauline Michelbacher of Philadelphia; four grandchildren, and three great-grandchildren. Memorial services will be held at 11 a.m. Wednesday at the First Unitarian Church in Berkeley following private inurnment today. Leon Meyer Funeral services will be held Wednesday for Meyer, 78, boxing and wrestling publicist and former sports editor, who died suddenly Saturday.

Mr. Meyer, who was sports editor for the old San Francisco Bulletin, was a stringer for the Associated Press and the Chronicle until his death. A one-time fight manager, Mr. Meyer had a stable of fighters which included local personalities Bobby Johnson, Jimmy Carroll, Toby Irwin. and Young Peter Jackson.

When he wasn't promoting or publicizing fights and wrestling, Mr. Meyer drummed up trade for the old Emeryville dog track, pro tennis, dog shows and six day bicycle races. A native of Luxembourg, he leaves no survivors. His wife, Lena, died in 1949. Services will be at 11 a.m.

Roche Wednesday Funeral at Cominskylores and 16th Streets, San Francisco. Herbert M. Rose Funeral services will be held tomorrow afternoon for Herbert M. Rose, 63, prominent Oakland businessman, who died yesterday. Mr.

Rose was the founder of the Giant Distributing which has been i in Oakland since 1937, and the owner of Betty Lou Foods from 1939 to 1947. A resident of 2230 Lakeshore he was a member of Temple Sinai. He is survived by his wife, Etta; a son, Robert a daughter, Mrs. David Adler; grandchildren, all of Oakland. His brother, Dr.

Julius Rosenbloom, of and sisters, Mrs. Nat Kessler and Mrs. Jack Birch, both of Oakland, also survive. Services will be at 2 p.m. tomorrow at the Grant Miller Mortuary, 2850.

Telegraph with Rabbi William Stern officiating. Ellison Ketchum MIAMI, Nov. 21-4P-Ellison Ketchum, 52, who headed the fund-raising campaign for the Eisenhower Presidential Library at Abilene, died here today of cancer. One of his sons, Ellison Ketchum is a resident of 505 E. 22nd Oakland.

Other survivors are his widow, another son, a daughter and three brothers. A native of Colorado and former athletic director of the University of Denver, he came to Miami in 1954 to become associate director and public relations representative for the Greyhound Racing Record.
