(2) Application for Permit. Written application tor such permits shall be filed with the City Clerk not less than fifteen (IS) days prior to the Granting thereof, and such applica-ktns shall state the name and address of the applicant, the boundaries of the area In which the applicant operates in the collection of septic tank sludge or holding tank waste, the number of its disposal units, and the make, model and license number of each unit. The City Clerk shall notify the Engineer-Manager of the Water Pollution Control Division of such application and that official shall Inspect or cause to be inspected the disposal units which the applicant proposes to operate and make such other Investigation as shall be necessary to determine the nature ot the applicants' operation, and he shell furnish to the Council his findings and recommendations based upon such investigation. Permits shall be granted by the Common Council.

A separate permit shall be obtained for each disposal unit. Permits Shall be non-transferable, except in the case of the replacement of the disposal unit for which the permit was originally issued. (3) Annual Permit Fee. (6) Regulation of Discharges Into City System. The septic tank sludge or holding tank waste is to be discharged Into a manhole as designated by the Engineer-Manager of the Water Pollution Control Division. The discharge of the wastes is to be completed between the hours of 8:09 a.m. to 3:00 p.m., Monday thru Friday The Water Pollution Control Division Is to be notified when the applicant is to discharge the septic tank sludge or holding tank waste. The personnel of the Water Pollution Control Division will have the right to determine the origin of each load of waste to be discharged and the right to sample and test the wastes as discharged by the applicant.

The Water Pollution Control Division will also have the right to reect any wasta which they feel will be harmful to the treatment process at the Wastewater Treatment Plant. (7) Penalties.
