The City Personnel Depart ment announced today it has hired Randall Pierce, 31, of 1929 Howe St to fill the posi tion. Two city housing officers are to be hired within a week to bring Urban Development Co ordinator David Umland's staff to full strength.

At Umland's request the re quirement of occupancy per mits, the major pertion of the Minimum Housing Code, were delayed a month and a half because of staff vacancies. Pierce has worked for pri vate firms as a surveyor in Racine since 1956. His starting salary with the city will be 012 a year. Pierce will work with Wil liam B. Feest recently named city building inspector.
