THE COMMITTEE REPORTED to the House late Monday night that specific charges brought against Shea "did not come close to establishing" any violation of the Illinois Governmental Ethics Act. The panel was formed after Schlickman introduced a resolution accusing Shea of maintaining improper financial connections with the Illinois State Medical Society. Schlickman specifically said Shea should not have accep'ted legal fees from the society because they appeared to be offered with intent to influence him in the performance of his duties; that he should not have introduced legislation in the society's behalf; that he should not have represented the society before state agencies; that he attempted to use improper means to influence state agencies; and that he was guilty of conduct unbecoming a legislator.

The committee members said they found "no evidence whatsoever" to support Schlickman's specific charges. LEGAL FEES PAID to'Shea by the ISMS and a dental group, the committee found, were "very reasonable in relation to the time expended and the complexity and significance of the services performed. There is no evidence whatsoever that the fees paid were anything other than proper compensation directly related to the legal work actually performed." Representatives of the state departments of Public Aid and Insurance before which Shea appeared on behalf of the society both said Shea's conduct was proper and he made no attempt to exert improper influence. By RICHARD HUGHES NEW YORK (UPI) The last time they held an economic summit, the leaders of Western industrial nations ordered central government bankers to intervene from time to time to prevent widespread fluctuations in world money markets. The $5.3 billion line of credit established by central bankers to bolster the British pound is an example of such intervention under the agreement achieved in November at Rambouillet, France.

But despite that one dramatic bailout, the Rambouillet agreement failed to prevent large swings in the currencies of free market nations. PROPOSALS TO MODIFY and strengthen currency procedures will be discussed when the leaders of the United States, West Germany, France, Italy, Great Britain, Canada and Japan meet in Puerto Rico Sunday and Monday for their second economic summit in less than a. year. Since 1971 the currencies of free market nations have been allowed to float find their own market value based on strengths or weaknesses of their respective national economies. In theory, the inflation rate is the key measurement of economic health relative to currency exchange.

If the system worked perfectly, the exchange value of the British pound for the U.S. dollar would be determined in the marketplace by Great Britain's inflation rate measured against the U.S. rate. Because inflation rates remain relatively constant over long periods, ideally exchange rates should remain relatively stable, without large daily, weekly or even monthly jumps. IN PRACTICE, THE SYSTEM does not work that way and probably never will.

The tombstone, which carries the epitaph "The Boy Bandit King He Died as He Lived," is encased in a steel band welded to a steel plate buried In concrete. The tombstone of the famous gunfighter was taken from the old Fort Sumner cemetery Aug. 30, 1950, but was found last month in a field near Granbury by a local historian.
