The highway department is to begin environmental and engineering studies "needed to completely evaluate the major alternatives," providing for extensive local participation in the study. The studies must include possible widening of 1-96 and U.S.-23 tt accommodate increased freeway traffic, and upgrading of local roads. The department is to negotiate with the Oakland County Road Commission on cancelling a contract to construct an extension of Northwestern Highway. The Oakland commission has filed suit, now in the Court of Appeals, seeking to force the state to build the road. Northwestern Highway now runs from a major freeway interchange in Southfield northwesternly through Oakland County, but stops abruptly at 14-mile road in Far-mington Hills.

(AP) -State highway officials will search for new ways to ease traffic congestion in western Oakland County under a state Highway Commission order that ends consideration of a freeway.

The commission Wednesday reaffirmed its decision against building a north-south freeway in the area. It said its January decision to scrap plans to construct Michigan 275 was a "wise and prudent one." It also ordered the Department of Highways and Transportation to try and cancel the long-planned extension of Northwestern Highway, a nearby project that has stirred controversy for decades. The action to drop both M-275 and Northwestern Highway was greeted with jubilation by opponents of the developments. The proposed M-275 freeway would have run 23 miles through Oakland County, connecting Interstate 275 with 1-75 near Pontiac, It would have been part of a major northsouth route from Ohio to Flint, bypassing Detroit. But after a decade on the drawing board, the commission cancelled the project in January.

Environmentalists and local residents had waged a grassroots campaign against it, contending it would run through their backyards and a 200-acre wetlands area. The highway department and local officials have proposed various "parkways" along the route. The commission did not discuss the parkway proposals Wednesday, but made it clear it would consider a north south trunkline highway in the area. It ordered the highway department to study other possible developments, including improvements in local roads and widening existing freeways, and report every three months. Before making the decision, commission Chairman Peter Fletcher blasted both developers and opponents of the highway, saying they improperly pressured the com- mission and bombarded it with "falsehood and ridicule" in their efforts.
