Terry Branstad sets aside $100,000 to aid in compensating victims of the Oklahoma City federal building bombing. The money is available because the state has a surplus in its $2 million victim compensation fund, Branstad said. During the disastrous flooding of 1993, Iowa received help from other states and helping bombing victims is one way of repaying that aid, Branstad said. "When we had the flood of 1993 we received a lot of help from other states," Branstad said. Attorney General Tom Miller, who proposed sending the money, said officials in Oklahoma have estimated they will need up to $3 million for compensation of victims and their families.

The Oklahoma fund is badly in need of cash, Miller said. The Oklahoma provision was included in a larger spending bill Branstad signed at his weekly news conference Tuesday. "We think this is a very important signal," Miller said. "It's very important for Oklahoma." The victim compensation fund is financed by a surcharge on criminal fines. The money is used to pay for lost wages, medical costs and other expenses incurred by victims of crime.

In addition to the money from the state fund, Miller said attention it has gotten has brought in about $5,000 in private contributions. One anonymous donor sent $8 with a note that said "I'm sorry this is all I can send. I hope this isn't too late. I had to wait for my Social Security check." Students at Southeast Polk Junior High School conducted a pop can drive, raising $200. Third graders at Armstrong-Ringsted Elementary School came up with $100.

Boy, 12, found after 4 days lost CUSTER, S.D. (AP) A 12-year-old boy lost for four days in rugged Custer State Park was found safe, telling the sheriff he wanted his mom to know he loved her. An off-duty ranger from Mount Rushmore National Memorial found Leroy DeGrand around noon Tuesday in a rugged canyon east of Harney Peak, said Custer County Sheriff Jim Daggett. The boy was dressed only in the corduroys, T-shirt and sweatshirt he wore when he wandered ahead of his class on a field trip as they hiked down Harney Peak. He suffered through a spring snowstorm, rain and chilly temperatures over the four days, finding shelter in a cave or under rock outcroppings.

Daggett said the boy appeared in good condition except for frostbite on a couple of toes and blisters on his feet, adding, "He gave me a big hug and wanted me to tell his mother that he loved her." He was treated and a hospital and released. IOWA George Hahn Sr. Services for George H. Hahn 83, of 3813 Sunnyside Davenport, are 10 a.m. Thursday at St.

Mr. Hahn died Monday, May 15, 1995, at home. He married Norma Ballie-Mc-Fadden in 1946 in Davenport. She died in 1973. He was a World War II Army veteran serving in the Troop in the South Pacific and Philippines.

He enjoyed fishing and gardening. Survivors include daughters, Viola White, Clara Stroud, Donna Rangel, and Georgia Du-gan, sons, George and Walter Hahn, all of Davenport; 19 grandchildren, 14 great-grandchildren; sisters, Mabel Franco, and Dar-lene Rindler, both of Davenport; and brothers, Edward Hahn, Davenport, John Hahn, Moline, and Kenneth Hahn, Atkinson. Robert Megown Robert D. Megown, 68, Ans-bach, Germany, died Friday, April 28, 1995, in Elkhart, while en route to Davenport. Inurnment is 10:30 a.m.

Thursday at National Cemetery, Arsenal Island. Memorials may be made to St. Paul Lutheran Church, Davenport. Mr. Megown was born July 18, 1926, in Davenport, the son of Paul and Madge Barrett Megown.

He married Geneva Marga Zach in August 1950 in Tenefa, Germany. He was a World War II Navy and Army veteran. Survivors include the widow; a stepson, Andreas Zach, Ansbach; a stepgrandchild; and brothers, Eugene and Neil Megown, Hannibal, and Donald Megown, Bettendorf. Ruth Phillips Services for Ruth H. Phillips, 98, Paradise Valley, formerly of 2811 Grand Davenport, are 1 p.m.

Phillips died Sunday, May 14, 1995, in Paradise Valley. The former Ruth Harms was born Sept. 13, 1896, in Onslow, Iowa, the daughter of Edward and Catherine Dirks Harms. She married Reed Phillips Nov. 17, 1923, in Dixon.

He died Feb. 10, 1965. She had attended Brown's Business College, Moline. She was employed as a clerk at the former Petersen, Harned-Von Maur Department Store. Survivors include a daughter and son-in-law, Donna and William Meyer, Paradise Valley; a son, Reed Phillips, Alexandria, six grandchildren, 12 greatgrandchildren; and a sister, Matie Harms, Monticello, Iowa.

Frank Gugino SNYDER, N.Y. (AP) Frank Gugino, a former state legislator who helped create Roswell Park Cancer Institute of Buffalo, died Monday. He was 100. Gugino, who served in the state Assembly from 1935 to 1948, sponsored legislation that led to the founding of Roswell Park, now a major cancer research facility. He also worked on the New York State Worker's Compensation Board.

Alice Kaplan NEW YORK (AP) Alice Kaplan, a collector and leading patron of the arts in New York who helped save Carnegie Hall, died Sunday. She was 91. From 1967 to 1977, Kaplan was president of the American Federation of the Arts, where she developed traveling exhibits and produced an educational film, "The Art of Seeing." She also served on the boards of the Museum of American Folk Art and the Whitney Museum of American Art, and headed the advisory council for the department of art and archaeology at Columbia University. With her husband, the late financier J.M. Kaplan, she ws part of a campaign to save Carnegie Hall when it was threatened with demolition in 1960.

She received the Mayor's Award of Honor for Arts and Culture in 1982. Willette Murray New York Times Willette Craine Murray, a founder of La Famille restaurant in Harlem, a fixture for Southern food and Sunday-night jazz, died Monday at St. Luke's Hospital. She was 82. Her husband, Earle, said she died of a heart attack.

From the time Mrs. Murray and her sister, the late Viola James, opened their restaurant with their husbands, Oswald Craine and Ben James, in 1958, the fresh corn bread, fried chicken, braised short ribs, black-eyed peas and string beans drew crowds to the restaurant, on Fifth Avenue near 125th Street. For Mrs. Murray, a native of Charlotte, N.C., who came to New York in 1933, owning and operating a business on 125t Sreet was a triumph. One of the first black women to work on 125th Street, she had to march on picket lines in the 1930's to win her first job, washing glasses at a dime-store lunch counter.

A memorial fund has been established. Mrs. Sarver died Monday, May 15, 1995, at Genesis Medical Center, East Campus, Davenport. The former Virginia LaFayette was born July 19, 1922, in Clinton County, Iowa, the daughter of Albert and Katherine Ke-iffer LaFayette. She married Melvin Sarver Feb.

24, 1941 in Welton, Iowa. She was employed as an inspector at the former Bendix Corporation, Davenport, retiring in 1970. She was a member of Litton Bendix Retirees Club and Alcoa Retirees Club. She enjoyed traveling and was a volunteer at McAnthonys Window, at the church. Survivors include the widower; a daughter, Carol Berber-ich, Clermont, a son, Terry Sarver, Pleasant Valley; four grandchildren; a great-grandchild; and sisters, Marie Norman, Naperville, Madeline Hughes and Esther Ales, both of Maquoketa, Alma McCoy, DeW-itt, and Ruth Lahann, Davenport.

Helen Snyder Services for Helen L. Snyder, 86, Des Moines, formerly of Bettendorf, are 1 p.m. Thursday at McGinnis, Chambers and Sass Funeral Home, Bettendorf. Burial is in Pleasant Valley Cemetery. The former Helen Atkinson was born Dec. 22, 1908, in Rock Island, the daughter of William and Mae Morey Atkinson. She married F. Paul Snyder Nov. 22, 1942, in Rock Island.

He died May 10, 1986. Mrs. Snyder retired as office manager in 1973 from Cutler Hammer, Inc. of Davenport, where she had been employed for 25 years. She was an avid bowler.

Survivors include a son, David Snyder, West Des Moines, Iowa; granddaughters, Tory Snyder, Ottumwa, Iowa, and Chandra Snyder, Clemson, S.C.; and a sister, Mildred Otto, Davenport. Chauncey 'Chuck' McKahan Chauncey "Chuck" McKahan, 82, formerly of Monmouth, died Tuesday, May 16, 1995, at LaM-oine Christian Nursing Home, Roseville. Graveside services are 11 a.m. Thursday at Gerlaw, 111., Cemetery. Visitation is after noon today at Hoover-Hall Memorial Chapel, Monmouth, until service time.

Mr. McKahan was born June 3, 1912, in Alexis, the son of Ross and Ora Beswick McKahan. He married Maxine Johnson in 1935, in Alexis. He later married Viola Upton in 1946. He was employed at Farmall Works for 30 years, retiring in 1985.

He drove for Maple City Cab Company part-time. He was a World War II Navy veteran. Survivors include a daughter, Janet Jenkins, Rusk, Texas; a son, Dale McKahan, East Moline; a stepdaughter, Corrine Ameen, Nevada, Iowa; a stepson, J.D. Upton, Monmouth; five grandchildren; four stepgrandchildren; four great-grandchildren; and a sister, Betty Johnson, Milan. Margaret Montgomery Margaret L.

Montgomery, of 105 E. 2nd Prophetstown, died Wednesday, May 17, 1995, at home. Arrangements are pending at Gardner Funeral Home, Prophetstown. H. Mae Ross Services for H.

Friday. Memorials may be made to First United Methodist Church, Princeton, where she was a member. Mrs. Ross died Sunday, May 14, at Pleasant View Luther Home, Ottawa. She was born March 6, 1902, near Colona, the daughter of Gustav and Albertina Stohl Ja-cobson.

She married Clyde A. Ross June 14, 1923, in Henry County. He died June 25, 1984. She had attended Macomb Normal Teachers College. She was a member of Home Extension, Joy, and Princeton VFW Ladies Auxiliary.

Survivors include daughters and a son-in-law, Dorothy and Paul Anderson, Denver, formerly of Moline, and Carol Haney, League City, Texas; sons, Howard Ross, Willcox, Arnold Ross, Amarillo, Texas, Stephen A. Ross, Albuquerque, N.M., and Jonathan A. Ross, Ottawa; 10 grandchildren; and nine great-grandchildren. Celia Thompson An additional survivor for Celia F. Thompson, 95, Good Samaritan Village, Geneseo, formerly of Hooppole, includes a daughter-in-law, Odetta Thompson, Geneseo, formerly of Hoop-pole.

A Shakespearean and classical actor for most of his career, Porter performed with the Royal Shakespeare Company, The National Theater, the Bristol and London Old Vic companies and Birmingham Repertory. His widest fame came from his performance as Soames Forsyte, the anti-hero and man of property, in the 1967 television adaptation of John Galsworthy's novel, "The Forsyte Saga." The popular 26-part BBC serialization was broadcast in 20 countries, from the United States to Czechoslovakia and Japan. Porter's films included "The Pumpkin Eater" in 1964, "The Heroes of Telemark," in 1965, "Antony and Cleopatra" in 1971 and "The Day of the Jackal" in 1973. Snyder was born April 24, 1920, in rural Dixon, the son of Simon and Mamie English Snyder. He married Mildred Pruhs Dec. 15, 1942, in Wheatland. He was a farmer and a former school bus mechanic with the Davenport School System, retiring in 1985. He was a member of Emmanuel United Church of Christ, Big Rock, Iowa, Scott County Mounted Patrol and Scott County Sheriffs Posse.

He was a self-taught accordion and harmonica player. He was instrumental in starting the Dixon ballpark and enjoyed playing horsehoes. Survivors include the widow; sons, Lynn Snyder, Dixon, and Loren Snyder, Metamora; three grandchildren; sisters and brothers-in-law, Mamie and Carl Peterson, Welton, Iowa, Harriet and William Britton, Davenport, and Grace Figley, Cedar Rapids, Iowa; and a brother, Frank Snyder, Dixon. Benjamin Bubar WATERVILLE, Maine (AP) The Rev. Benjamin C.

Bubar former leader of the Maine Christian Civic League and twice a third-party presidential candidate, died Monday at age 77. After leading the league's fights against alcohol, immoral television, prostitution and other activities, Bubar retired in 1983 after 30 years as its superintendent. He ran for president in 1976 under the Prohibition Party's banner, making the ballot in 13 states. He ran again in 1980 for the same party, then known as the National Statesman Party, and made the ballot in eight states. Besides calling for a ban on alcohol and drugs, his platform mandated a balanced federal budget, a return to the gold standard, opposition to the Equal Rights Amendment and abortion, re-examination of the welfare system, more stringent marriage and divorce laws, and long prison terms for those who misuse firearms.
