His comments came in papers Starr filed with the Supreme Court urging it to quickly resolve efforts by the Clinton administration to block the testimony of aides and Secret Service officials. "We will be blunt," Starr wrote in re plying to the White House contention, raised again Monday, that some testimony sought by investigators is protected by the attorney-client privilege. "The Nation has a compelling interest that this criminal investigation of the President of the United States conclude as quickly as possible that indictments be brought, possible reports for impeachment proceedings issued, and non-prosecution decisions announced. This Court's immediate review would powerfully serve that vital goal.

"The President's response," Starr added, "treats this as a matter-of-fact investigation. But the unhappy fact is that, at the determination of the Attorney General herself, a President is under serious criminal investigation." In asking for a June 29 hearing before the justices adjourn for the summer, Starr is seeking to short-circuit months of delays in resolving both the Secret Service and attorney-client privi- See STARR, Page 8 William Ginsburg fired. PADESH, Albania Ethnic Albanians say Serb efforts to crush rebels are resulting in atrocities like those in Bosnia.

A Tribune wire report Shock etched on their faces, ethnic Albanians fleeing the violence in Kosovo province gave firsthand accounts Tuesday of a Serb offensive against separatists that is descending into another civil war in the former Yugoslavia. Refugees trekking over mountains for up to two days into neighboring Albania described artillery bombardments that forced out entire villages and house-burnings they said were intended to drive them out. "It's ethnic cleansing, and it's done the same way as in Bosnia," said Ukshin Maliqi, 35, comparing the situation in Kosovo with neighboring Bosnia's three-year war. "They shell first so that we abandon our houses, then they burn them so that we cannot return." The accounts of weeping refugees provided some of the most detailed information yet about the escalating campaign launched in late May by Serb police and army forces, who are trying to crush the pro-independence Kosovo Liberation Army. The militants have gained members and support after years of heavy-handed rule by Serbian authorities in the secessionist southern province, where ethnic Albanians represent 90 percent of the population of 2.2 million.

There have been no reports like those in Bosnia of massive civilian roundups or massacres in the Kosovo campaign, which the Serbs insist targets guerrillas. But attacks on villages, the exodus of civilians and the deaths of women and children have prompted increasing comparisons to the ethnic war in Bosnia and its atrocities. But all the transactions had one thing in common: The beneficiaries knew Evans before he came to Tampa via Miami and turned his life into an immigrant success story that would later be tarnished by federal auditors. A recent audit by the Inspector General's Office of the U.S. Department of Housing and Urban Development detailed several problems at the agency that provides housing for Tampa's poor. Problems included favoritism, missing documents, contracts rou- finely awarded without bids and giving jobs intended for public honsing residents to contractors.

Symons, 65, has already left for evaluation and treatment at an undisclosed location, Lynch said. He could be away for as long as a year. The allegation that led to the bishop's sudden departure came five weeks ago when a now middle-aged man, who does not want his identity revealed, told a church official that Symons had sexually molested him as a teenager.

That opened a floodgate of admissions. Symons revealed to Archbishop John Fava-lora of Miami that he had "inappropriate sexual behavior" at three Florida churches with five boys ranging in age from 13 to 17. By MICHELLE BEARDEN of The Tampa Tribune A Florida bishop who spent more than half his 40-year ministry in the Tampa Bay area resigned Tuesday to Pope John Paul II after admitting he had sexually abused teenage boys early in his career. And the bishop tapped to take over his job until a replacement is named by the Vatican called for all victims of clergy sexual abuse to step forward so the "process of healing" can begin.

Bishop J. Keith Symons of the Catholic Diocese of Palm Beach became the first U.S. Roman Catholic bishop to resign for sexual misconduct. Two archbishops, Robert Sanchez of Santa Fe, N.M., and Eugene Marino of Atlanta, quit after admitting sex- ual affairs with women. Bishop Robert Lynch of the Diocese of St.

The master plan through 2010 shows a 362-acre entertainment complex that's about 34 acres larger than the existing property. In addition to current attractions: A new, undetailed "major ride" will open next year. Three-fourths of Anheuser-Busch's former brewery site, along with parking east of the Bird Gardens and some holding and administrative areas, will be converted into a new "theme area." Busch envisions building 1,200 hotel rooms in a second hotel building phase through 2010, according to a new 13-year regional development plan submitted by Busch Entertainment Corp. to city officials. Before that's completed, the entertainment company would add another Africa-themed area in the park, and golf and tennis packages.
