It was 10 o'clock when President A or the Macon Central Labor Union. called the' convention to order and presented Mayor. Smith to whom had been assigned the duty of extending a. welcome to the- visiting delegates. Mayor Smith is a member of the Macon Typographical Union and found himself In good form when he rose to give the glad hand to the visitors.

Among other things Mayor Smith said fans to my happy lot. as the head or the city government. to give you greet. ta and extend a welcome' to Macon. This is one of my duties.

and I am free to confess that it Is seldom that a is performed with more sincere pleasure than on this occasion. When I say that I welcome you. gentlemen be assured there is no uncertainty as to my meaning- It. It Is true that when I welcomed Admiral Dewey fresh from Manila bay end his victories. I experienced a patriotic thrill and there have been other occasions when a certain amount of pleasure was mixed up with the customary greeting but there Is a genuine happiness springing from today's occasion Because I am one of you.

You represent the highesttype of man the workingman You are thebone and the sinew and to salvation of the land. And more than that you are the common people the people whose bread La earned by the sweat of the brow and who find sweet content at the close of the day. I said that I am one If you. I have among my cherished possessions a working card Issued- In 1868 and I srlze that card. not only' because it certified that my apprenticeship had ended.

and that I was a duly qualified workman. but because it was signed by my honored father. as secretary and one of the charter members of the first worklngmn ia union formed in the city of Macon. If not in tile state of Georgia. I HON.

qlburn president of the Georgia Federation and. one of the representatives from flibbcountyin tn the legislature responded to. the welcomes In a happy and pleasant manner. Mr. Kilburn's response was in the nature of an address to the state federation and was replete with historical facts covering the past year of the federation.

It was delivered Junng the afternoon session and in part ho said Many Important questions will come before you. gentlemen and lames. tot your consideration. none more 81 than the cevismg of some method of tne fetlerauon upon a better financial basis. Uhe Income of the organU.i- uon has hardy evet been sufficient to meet tlo actual necessary expense ac count and such work as has been done he.

Through the exertions of Our tclent representative' 19 that body an appropriation was secured for organization purposes In Georgia. That the expenditure of this money has been beneficial is proven by the'-tact that mOre delegates nave been- elected to this convention than were ever elected Getting.

This znUer is ton Important one should re ctn your mosr careful- and thoughtful consideration- i One of the primary objects of the jla Federation tlJ. securing the pessageof suchle lslatlAn a is of vital interest to' the wording people asa class and looking to Urlis ftd neat have beentaken lnthesineaHpn of those whi compose our law making bodies to the knowledge that are onlT asklngf for equal rights lit these matters and. do not want. anything. that la unjust to others At first the friends of labor were few and.

far between but by. persistent nd Intelligent work' friendshave been made In all sections the outlook is bright for organized labor to jet some of the good things asked for at the handst the Georgia-legislature. Qne of the most important measure now before the legislature and one in which we feelthe most Intense interest Is' the one introduced by your own secretary Hon C. C. Houston to the working of children of tender years In' the workshops and factories of the state commonly known as the child labor bill.

Every. effort should be male by this convention. to secure the. passage of this measure and It the right kind of work is put forth thesuccessful finish of the matter' is assured. There are several other labor measures before the legislature of interest to.

the federation which should be looked after. among them what are known as the header" and full crew' bills. Your' legislative committee will probably give you the present status of these- bills in thejr therefore. I wilj not dwelt further uponthe subject. The operatives In the cotton mills of the state compose a large class of our citizens and should' be looked after with a greater Interest than has been displayed heretofore.

Mills are now being' erected in all sections of the state and the demand for factory labor is almost depopu. toe farms. anatne age at which the children are being work In these mm. completely denies them the. privilege or a rudimentary a a God-given privilege to which' very one should be entitled.

I believe the remedy for tills condition lies In the organization of these people and a campaign of agitation and education should be carried on among. them until the desired goal la reached. Following President Kllburn came' Mr. Avant. oT fiie ilacon Central T-at Union.
