A Knight-Ridder Newspapers report MIAMI The chief officer at the Krome Detention Center has been taken off the job while investigators review allegations he used an unauthorized stun gun to subdue detainees during a melee at the camp four years ago. Joe Kennedy has been reassigned to the U.S. Immigration and Naturalization Service district headquarters in Miami for the duration of the investigation. "It's a very old case. They're getting back and looking at what transpired and trying to determine what, if anything, needs to be done," said James Minton, acting deputy district director for the INS in Miami.

The alleged use of the stun gun is emerging publicly now because of recent testimony in an INS employee's unrelated grievance complaint against the agency. Current and former INS officers have complained that Krome administrators ignored their complaints about Kennedy's alleged use of the stun gun, which administers a powerful and immobilizing electrical jolt. Two witnesses said Kennedy struck at least one male 'detainee, and possibly more, in the groin area. Kennedy allegedly also tried out the stun gun on the leg of a subordinate, who collapsed to the floor and complained that his limb was black-and-blue for days afterward.

Federal regulations prohibit officers from bringing any kind of weapon into the detention area at Krome. Though it is legal for individuals to possess stun guns, they are not issued to or authorized for use by INS detention officers. cluded Frampton, Gary Brooker of Procul Harum, Jack Bruce of Cream, Simon Kirke of Bad Company, and multi-instrumentalist Mark Rivera. Kirke doesn't. His attempts were game but pedestrian. Better but even stranger, Frampton performed a solo acoustic version of "Norwegian Wood." Frampton, at a Ringo Starr concert, singing a Beatles song on which Ringo didn't play Ah well, that's too much thought for an evening devoted to classic rock nostalgia. Brooker was fine and forceful on "Conquistador." Frampton and Bruce sparked hard rock fire on "Sunshine of Your Love." And Starr was lovably tongue-in-cheek on "I'm the Greatest." What would we do if Starr sang out of tune? The question may be, when has he ever sung in tune? But that has always been part of his charm, from "Boys" and "Act Naturally" through "Yellow Submarine" and "With a Little Help From My Friends." All were performed Sunday night, along with "White Room," "A Whiter Shade of Pale" and a show-stopping "Do You Feel Like We Do." Sometimes it was hard to remember whose show it was anyway. But it always came back to the man with the little round shades perched on the most famous schnoz in rock 'n' roll.

The unenviable task of opening this show was Eric Stuart's. Although the audience was still streaming in, it gave a warm response to his personable 35-min-ute acoustic performance. Curtis Ross is the Tribune's pop music critic. CLEARWATER Guitarist Peter Frampton all but stole the show from an ex-Beatle Sunday night at Ruth Eckerd Hall, before a sellout crowd of 2,173. His golden locks long gone and what's left turned snow white, Frampton was all but unrecognizable until the concert's fourth number, his 1976 hit "Show Me the Way." Sure, Frampton was here as part of Ringo review tarr-s Fourth All-Starr Band, but his fluid soloing and crowd-pleasing stage presence brought some of the evening's biggest cheers.

Besides, Starr got to steal the show from John, Paul and George in "A Hard Day's Night" all those years ago. These All-Starr shows are all about sharing the spotlight. He gets by, as his encore goes, with a little help from his friends.
