District Court In Rock Island. Petitions were filed by 31 persons Wednesday, and a total of 40 persons filed th week, pushing the 1980 bankruptcy petition total for the year to 608, court officials said. Officials In the bankruptcy division at the Peoria headquarters of the federal court's Central Illinois District were still counting the total last-minute filings today. "We have a stack we still haven't gotten through yet," a clerk said. ROCK ISLAND attorney Frank Galvln, who handles many bankruptcy cases at the Rock Island court, said the rush was to avoid being restricted to state bankruptcy exemptions under a state law which took effect Thursday.

Under the state law, persons filing for bankruptcy wouldn't have the choice of taking either state or federal exemptions and would have to go with the less liberal state exemptions, Galvln said. The liberalized federal exemptions were created by an -October 1979 law which expanded the value of property household goods people could protect when filing for bankruptcy. "THE IDEA behind that (the federal law) was to give them a fresh start," Galvln said. But the federal exemptions, considered by many to be "probably too liberal," according to Galvin, came with the proviso that states could decide whether to allow those filing for bankruptcy within their borders to use the new exemptions. The Illinois law restricted bankruptcy filers to state exemptions, which Galvin said haven't been updated since 1967 and don't reflect inflation since then.

Hence, to beat the game, there was a Dec. 31 rush. "We speeded up some cases the last day or two so our clients could take advantage of the federal exemptions," Galvln said. "But I don't think any (petitions) got filed that would not have been filed otherwise. They just got filed early." With more bankruptcies than ever recorded in the year ending June 30 up 60 percent nationwide and up 55 percent in Illinois the change in the Illinois law "is going to make a big change in Illinois," Galvin said.

He said the legislature Is expected to soon address revamping the state's bankruptcy exemptions. Black Hawk College officials have abandoned plans for a microwave interconnect system or low-power broadcast station in favor of a "full-fledged, on-air" station to bring educational programs to the Quad-City area, Robert Fletcher, BHC television director, said today. Fletcher Is completing preliminary engineering reports and grant applications to present to the Federal Communications Commission and National Television Information Agency by Jan. 18. The FCC is expected to rule on the BHC license application by April or May, Fletcher said.

The NTIA awards grants In July, he said. The school is seeking $300,000 in federal funds to go along with 1100,000 to be raised locally through subscriptions and donations, Fletcher said. THE STATION WOULD broadcast from BHC studios on UHF channel 24 to viewers in a 20- to 25-mile radius. Cable companies could pick up the broadcasts and make them available to regular cable subscribers, Fletcher said. The station would serve as the Quad-Cities' Public Broadcasting Station, bringing regular PBS programming to the area via the PBS station in Peoria.

The station would also carry locally produced, community oriented public service programs, he said. Fletcher received a (12,500 U.S. Department of Commerce grant last July to study the feasibility of linking the Quad-Cities, Geneseo, Kewanee and Clinton, Iowa, cable television "WE CAME INTO the study fully convinced the interconnect was the way to go," Fletcher said. The engineering study showed, however, that the Interconnect system would be as costly as an on-air, low-power station, Fletcher said. Community hearings and discussions with community leaders also showed an on-air station would better meet the needs of area television viewers, Fletcher said.

But the station Fletcher envisioned to serve outlying areas did not meet FCC qualification for a low-power station license. He began planning for a regular station license in November. FLECTCHER SAID he had not pursued a regular on-air station because Con-vocom a group of community leaders seeking to bring educational programming to Western Illinois and Eastern Iowa was still considering funding a PBS station for the Quad-Cities, Fletcher said. In December, the Con-vocom board agreed not to fund a television station, Fletcher said. The board is pursuing a "microwave highway" linking colleges In Western Illinois by cable for an information and course exchange program.

The shift in Convocom emphasis caused Fletcher to pursue a regular on-air station license, he said. The station could be on the air by July 1982 if plans go without a hitch. it' 'A v. -v. Deputy Carl Simms said LaMoyne L. Berry, 609 E. Central Park, was killed about 10 a.m. Thursday after setting a trap line in the Princeton Public Use Area about 10 miles north of Bet-tendorf near U.S.67. Berry died instantly when he was struck in the forehead with a .22 caliber bullet from a revolver he was carrying, Simms said.

Berry was wearing metal cleats strapped to his shoes and apparently slipped on ice when he stepped on a rock while trying to open the hatchback of his car, Simms said. When he slipped the gun apparently hit the car and discharged, he said. Scott County Medical Examiner R.M. Perkins pronounced Berry dead at the scene and termed the shooting accidental, Simms said.
