More than four months after the great affiliate switch on Dec. 12, Channel 28 adds "28 Tampa Bay News at 5:30." The station, which went from Fox to ABC overnight, is having to carve out its own place in the local TV news race. CBS returns "Northern Exposure" to its original time slot for an episode that proves vances.
