"Yon said the majority are the hardest hit" farmers, he said. Rep. Richard Sailings, D-Idaho, said officials in his state have ordered the debt collection effort stopped in his state because the firm. Capital Credit Corp, is not registed to do business there.

Iowa Gov. Terry Branstad last week threatened to sue FmHA unless it cancelled the contract Capital Credit out payment plans with FmHA or who were broke and obviously could not pay. About 1.000 farmers are involved with debts of $630 million. Clark said about $:00.000 has been collected so far. There had been no payment in more than three years on 5 percent of the debt, he said.

Clark said the letters were mailed late and that some local FmHA workers apparently had failed to remove the names of farmers who are working out payment plans with FmHA If those farmers contact the collection agency, he said, the collection effort will stop. FmHA now has $7 81 billion in delinquent loans, up sharply from i billion in 1981 The majority of the delinquencies go back four years or more, Clark said. Our delinquencies are becoming more and more delinquent with whiskers on them," Clark said. There's great numbers to be recognized yet in losses." FmHA will write off $250 million this year, be said, After the hearing, he said FmHA losses could reach as high as $1 billion after fiscal 1987. WASHINGTON (LTD Administrator Vance CUrt made it clear Tuesday that the Fanner Home Administration will keep its contract vita a debt collection agency despite complaints that he was sending loan sharks after penniless farmers.

"I think you 11 find ns very forgiving," Clark told members of a House Agriculture subcommittee. After the hearing, he said FmHA gain will look at how the program is working. "We may be doing some things perhaps a little bit softer," he said. Subcommittee members heaped we were to restrict the ability of FmHA to avail itself of all legal means of obtaining repayment," Clark said. "Creation of a particular class of borrowers, from whom we must seek repayment without a full set of tools, would do little to maintain public support for the program." Since farmers began receiving letters a couple of weeks about demanding immediate payment, there have been complaints of letters being sent to farmers who already had worked tract immediately.

Clark said FmHA is fixing flaws in the operation, like delays in sending the letters, and pointed to a 1982 law that encourages agencies to use collection agencies. This is a real disaster," Rep. Thomas Coleman. Mo said and Rep. Tom Daschle, accused FmHA of "changing ground rules in the middle of the stream." Under the system, retailers have 14 days to sell their tickets at the end of each game Field representatives then travel to the J.S00 retailers and collect any unsold tickets. Only when those tickets are counted can the actual sales of a game be calculated. Sales of the computerized Instant Lotto game can be calculated mark. Last month, lottery officials had predicted sales would only reach $96 million for the first year, a projection Stanek said was deliberately conservative. The final figure still will fall short of the $120 million first-year sales legislators had predicted when the lottery bill was passed.

Stanek said accurate revenue figures are hard to produce because, partly because people can take DES MOINES, Iowa (UPI) First-year Iowa lottery sales bettered recent projections by $4 million to barely reach the $100 million mark for the year that ended Aug. II. officials said Tuesday. A last-minute surge in ticket sales for the Instant "7-11-21" game helped overall sales climb to $99.8 million. Lottery director Ed Stanek said a trickling of revenue, combined with more prizes claimed, could put the sales total over the $100 million Fairchild loses vote count request SPRINGFIELD (UPI) The Supreme Court Tuesday denied a request by Mark Fairchild.

the Democratic candidate for lieutenant governor, that would have helped clear the way for him to become governor if he receives more votes than other gubernatorial tickets. Fairchild, a supporter of right-win extremist Lyndon LaRouche, asked the high court to require the state Board of Elections to count votes for the ballot pairing of "no candidate" for governor and Fairchild for lieutenant governor. The Supreme Court denied the request without comment Fairchild was left without a running mate when Adlai E. Stevenson III abandoned the Democratic nomination so he would not have to run with the LaRouche supporter. Stevenson now is a third-party candidate for governor.

The Democratic State Central Committee intentionally did not fill the vacancy left by Stevenson in the hopes of isolating Fairchild on the ballot and ensuring his defeat Suburb abolishes discriminatory rules OAK LAWN, I1L (UPI) The village Tuesday agreed to sign a federal consent decree to discontinue discriminatory hiring practices and abolish a residency requirement an assistant U.S. attorney said. Oak Lawn, a predominantly white southwest Chicago suburb, is the eighth of 13 to settle similar suits, said assistant U.S. Attorney Peggy Gordon. The case against Oak Lawn, filed in March, stemmed from the complaint of a job applicant who said the village refused to hire her becuase she did not meet certain requirements, Gordon said.

When the U.S. Attorney's office investigated the complaint it found that the village required one-year residency before giving out jobs and that none of the village's 330 employees were minorities. Under the consent decree, Oak Lawn must lower the residency requirement to six months and place job advertisements in "at least two newspapers with circulation areas outside of the village with substantial black populations." CHICAGO (UPI) The Illinois State Lottery earned the fourth highest revenue in the nation during its 198S fiscal year and ranked seventh in per capita tales. Illinois, with 1.201 billion in earnings, was outranked only by Pennsylvania, New York and Massachusetts, according to a study released Tuesday by the consulting firm of Lav-enthol Horwath. Illinois sold an average $105 in tickets per person, six places behind the number one state, Massachusetts, whose per capita sales totaled a record-breaking $212, the 1986 Lav-enthol It Horwath Gaming Study showed.

"There is no question. The American lottery system is on a roll" said Saul Leonard, LAH national partner. Pennsylvania's lottery had the highest revenue of slightly more than l.S billion and New York's was just short of l.S billion, the study reported. "On the whole, lotteries have become one of the most profitable businesses ever undertaken by any government," Leonard said. The study showed lotteries raked in a total of 19 billion for the 1885 fiscal year, representing a 25.5 percent increase over the 1984 figure of $7.4 billion.

The net result nationwide is a 41 percent profit margin, the study stated. AUTHORIZED CARPET CLEANING. MUST BE SCHEDULED CLEANED BY SEPT. 30. 1986 California, Iowa and Missouri began lottery operations in June of 1985 and are not included In the study, Leonard said.

"All this would tend to paint a rosy picture of the lottery industry's future. But take a look below the surface and you see a few dark clouds lurking over the horizon," he said. "While the industry is by and large healthy, some older, smaller state lotteries are showing declines in revenue and net income and several new lotteries are not meeting expectations." Child support bill signed by Thompson SPRINGFIELD (UPI) Legislation designed to crack down on parents who fail to make child support payments has been signed into law by Gov. James R. Thompson. The primary bill (H3271) approved by the governor Tuesday gives the state the authority to deduct back child support payments from the wages of a parent who refuses to make the payments voluntarily. "Most parents wouldn't dream of not supporting their children," Thompson said.

"But there are too many who abandon their children completely and need to feel the full pressure of the state and the courts to live up to their responsibilities." The measure was sponsored by Rep. Sam Vinson, a Clinton Republican who has since resigned from the House. A second child support bill (H1446) signed by Thompson requires that children get the child support owed them before the state recoups any money it may be owed for supporting a child abandoned by a parent That bill was sponsored by Rep. Ethel Alexander, D-Chicago. Together, the new laws close some of the loopholes parents have used to avoid paying child support, state officials said.

They said the new laws will help the state this year collect $100 million in delinquent child support payments, up from $76 million collected last fiscal year. Also Tuesday, Thompson signed legislation into law that is designed to help the developmentally disabled get enhanced long-term care.
