One of Crow's goals is to have the boot camp in operation by June 1 a month before the state's fiscal year ends.

But that goal was nearly shattered Tuesday when commissioners Robert Connors and Ken Richardson balked at approve ing a design of the building by an architectural firm under contract with the county. Sheriffs investigators identified the men as Chambers, 23, of Lakeland and Crumley, 28, of Winter Haven. Their partially decomposed bodies were wrapped in concrete-reinforcement wire and weighted down with concrete blocks. An autopsy determined the men died of gunshot wounds and had been in the water five days.
