Formerly of Rocky Mount, and longtime member of Church of the Good Shepherd, Mrs. Cothran was also a former and past regent of the Micajah Pettaway Chapter of the DAR in Rocky Mount. Mrs. Cothran was preceded in death by son, Samuel Bynum Cothran and daughter, Anne Cothran Tate. Surviving are Joe Russell Joe Russell Mercer 56, died July 4, 2001.

He was the son of the late Fannie Batts and the brother of the late Christine Pittman. He was employed with the Nash County Sheriff Department for 25 years and employed as the resource officer at Northern Nash Senior High School. Gurkin and Delia Manning Gurkin.

She was a member of Macedonia Christian Church, the Ladies Aid and the 1000th Club. She was a homemaker. She married Miles R. Lilley April 16, 1921, and he died Dec. 13, 1953.

She married Herbert Lilley in 1964, and he died in 1967. She is survived by Albert W. "Ham" Lilley, of William-ston; daughters, Verone Amazing mi Tornado touches down in Myrtle Beach; injuries, damage reported RALEIGH (AP) A new report examining the effects of the state's main package of business recruitment incentives shows that 64 percent of the tax credits, were claimed in North Carolina's 21 wealthiest counties. The report released by the Department of Commerce this week examines the effectiveness of the William S. Lee Act, approved by lawmakers in 1996 to help the state better repruit industry and create jobs.

The law allows companies to claim tax credits for jobs created and for investments in equipment, research and training. The tax credits are higher in the state's poorest counties. For example, in Halifax County, a company receives a $12,500 tax break on every job created. In Wake County, a company can claim $500 for creating the same job. Even with the graduated scale of tax breaks, the report shows that the bulk of the credits are being claimed in counties like Wake and Mecklenburg.

In a letter to state lawmakers, Commerce Secretary Jim Fain said that shouldn't be a surprise. "It reflects the economic reality of our state, as well MYRTLE BEACH, S.C.
