Buckstein reportedly replied, "Never mind the dress, I'd like to see what's underneath." Police Chief Joseph Gallensteln, who announced he will step down June 1, said Friday he was unaware of any of Buckstein's actions until April because no one came forward until then. Gallenstein cited health worries and the stress of managing the department recently rocked by Internal turmoil as reasons for leaving. outlined actions that in some cases took place several years ago but only came to light April 7 when an officer complained Buckstein pinched him on the right buttock, The officer said Buckstein had engaged in similar behavior in the previous nine months. A police investigator asked if he knew of others who had similar experiences with the lieutenant. The Investigation found eight others.

Pinellas-Pasco Circuit Judge Bob Barker overrode a Pinellas County Jury's recommendation that Tony Alvin Abies die in the electric chair. Barker said Abies' mental and other problems outweighed aggravating factors in the case. Abies, 37, was convicted of first-degree murder Jan.

30 for killing his 48-year-old girlfriend, Marlene Burns, in their Grove Street apartment in St. Petersburg In early June 1990. The jury recommended the death penalty by an 8-4 vote. It was Abies' second murder conviction. In March 1971, he pleaded guilty to first-degree murder and was sentenced to life In prison for shooting a man to death during a robbery in St.

Petersburg, said Prosecutor Bob Heyman. Abies, who was 16 at the time, was paroled from state prison In 1983 after serving 12 years, Hey- man said. Burns and Abies had been drink-, ing and arguing the day she was', killed, said Heyman, an assistant state attorney. Abies, who believed she had been seeing another man, found her in another apartment In. their building and threw her down the stairs, the prosecutor said.
