Admission to THE DAY IN High Court WASHINGTON By Ronald J. Ostrow The Los Angeles Times WASHINGTON, D.C. A number of lawyers will soon take advantage of what has been called "the best bargain in Washington" admission to practice before the Supreme Court. They will troop before the black-robed justices and hear their sponsors introduce them as men who "possess the necessary qualifications." Then each of the attorneys will take an oath from John F. Davis, the court clerk, swearing to conduct himself "as an attorney and counselor of this court, uprightly, and according to law" and to support the Constitution.

Next each will pay the clerk's office $25, sign the roll and become a member of the court bar, entitling him to carry a client's appeal to the highest court. He will join more than 100.000 other lawyers admitted since the court began doing business in 1790. Thus for $25 plus the cost of a trip to Washington the attorneys will attain the honor of being able to practice before the court, plus a handsome certificate that many lawyers regard as a sure-fire client clincher. By the time the court finds its current term: in June, Davis expects the total to surpass the 1959 record of 3,495 new members. At $25 a lawyer, the admissions process is an unusual government activity: It makes money. The only cost to the court are $1.50 for the certificate, $1.25 for embossing it and the salaries of the two assistant clerks who work on admissions. Last term's admission an off-year with only 2,906 new lawyers generated a gross of $72,650.

Davis declined to estimate the profit because of such accounting wrinkles as trying to adjust the fact that the court doesn't have to pay rent for its building. The surge in applications reflects, in part, an increase in the number of lawyers, and the affluence that makes it possible for an attorney to take a trip to Washington. At the last official count in 1966 there were 316,856 attorneys in the country a jump of 43 per cent in 15 years. Only a fraction of those admitted will argue a case before the court. Davis estimated about 300 lawyers appear before the court each term.

Between 1,000 and 1,500 lawyers file petitions or opposing briefs during a term, and every brief must carry the signature of at least one member of the high court bar. (AP) Studies conducted in Buffalo, N.Y., showed a correlation between high levels of air pollution and mortality rates, a medical meeting was told Sunday. Researchers found the incidence of stomach cancer three times greater in a high pollution area than in one with low pollution levels, Dr. Warren Winkelstein, told the convention of the Medical Society of the State of New York. Winkelstein is a former deputy health commissioner of Buffalo, and now heads the epidemiology division of the health school at the University of California, Berkeley.
