A committee of Indianapolis Insurance men was in tho city yesterday to Interview the members of the governing committee, about the very unsatisfactory condition of affairs there. Nearly all the members of the com- mlttee happened to be out of the city, and another visit will.be necessary, although the visitors laid the situation before the on 8 or two that they could find.

It will be recalled that some months ago a similar committee came up from Indianapolis and Induced the governing committee to re scind Its action looking to a flat Increase of rates there on the pledge that the desired im provements in the fire department would be made after the election. It is understood that everything was all right about the Im provements, but one of the members of the committee that made the pledge became In censed because he could not Induce the com panies to carry a pet risk of his under what they regarded as an Improper form, and prevailed upon the aldermen to hold up the appropriation. Tuesday night the report of the finance committee, recommending that the appropriation be deferred until the new schedule shall have been applied and tne com panies have given a pledge that rates will not be raised, was adopted. The Indianapolis committee here yesterday was composed of Henry Coe, John M. Spann, Charles Jr.

Bales, and was accompanied by Inspector Goodloe, who has been working on the new schedule. It wanted some conces sions, but as the new schedule Is not yet completed, and it Is not known what the rates will be. nothing could be If some concession were made that would satisfy the agent with ths pet risk the situ ation might easily be Improved. The unwillingness to concede much Is Justified by the fact that the companies are over a nall- tnllllon dollars behind on the laat flftoen- year period in Indianapclls. Troable la Xlrklaraa.

Complaint Is made of unsatisfactory rate con ditions at Owosso and Pontlae, especially on special hazards. The Owosso Casket com pany, the Owosso Carriage company, and the Manufacturing company are alll writ ten below the advisory rates, and by all com panies. The new Central school, replacing one tnat was paid for by tne companies, la benag written for Ave rears at twice tne average rate. Electricity from troll wires is being used in several plants, but the additional rate advise Is not being demanded. Efforts are to be made to Improve the situation.

The regular tariff rate would be paid for the ticket, but a scalper would sell it to be used to Chicago for about 2 less than the regular rate, on. condition that the coupon rpadlnc over the Lake Shore railroad to Grand Crossing, worth actually 10 cents, would be delivered promptly to a scalper In this city.

Then somebody would erase the destination of South Chicago and substitute Buffalo, thus securing a ticket which would readily sell for S10. Tickets were bought In New York, Cincin nati, Buffalo, and other Eastern cities, to places only A few miles west or cnicago. The coupons reading west of Chicago would be raised from Racine, for example, to M. Paul. or rom Jollet to Kapsas City.

So skillfully was the work of altering the tickets done that many of them were honored for nnasage before the scheme was discovered. If the person who does the work had not made the mistake of also altering the numbers of tickets the deception might have been pratlced longer. To the great surprise of passenger offl dais and ticket agents. It was found that In a number of cases on the Illinois Central and Fan La Fe railroads what is known as the Thrall simplex" ticket, which was sup posed to be proof against manipulation, had time limit. "The fact that this kind of work Is beifi done shows that It is practically Impossible for tho scalpers to secure genuine tickets, said the general passenger agent of a Western line.

"Tho railroads must find out who la altering these The only place for an artist of his ability and Inclinations Is In the penitentiary. The work done on those tickets Is as clever as ever was done In any check forgery. We have warned all our conductors and gatemcn to be on the lookout for these altered tickets and every ticket Issued by an Eastern road to any point on our line will be most carefully scrutinised. I understand that all the railroads will take similar precautions to detect the altered tickets; Of -course, the loss falls -on the road which honors a ticket on which the des tination has. been changed, not on the road which Issued the tlcket--" ROW OVER FREIGHT POOLS." Bvldenco Is accumulating that tha plan of executive officers of Western railroad to pool freight traffic la far from being tuccess- ful. While the Interstate commerce com mission no longer seems to give approval to the scheme by attending the meetings In New York at which the operations of the pools are discussed, the death of the pooling plan Is more likely to result from quarrels between the railroads Interested. When the pools were flret formed the Chicago Great Western railroad was allotted a very small percentage of the gross receipts on freight between Chicago, Kansas City, and St. Paul. When the railroad demonstrated Its normal earnings were in ex cess of its allotment the other railroads de manded that It pay over to the commissioner.

At the special meeting here Monday of the executive officers another desperate effort was made to force the Great Western to abide by the pooling agreement, but It Is understood thst the Great Western will maintain Its Independence. The lines of the Central Passenger association have de- elded to boycott several of the railroads west of Chicago unless they agree to withdraw the prepaid orders from this and the Trunk Line association territories.

It Is charged that the Western lines have persisted. against the appeals of the two Eastern as- soeiattons. In flooding the territory east of Chicago with prepaid orders, handling them tnrougn tne brokers and coupon agents, thereby prejudicing regular The committee appointed by the Central Pas senger association, representing the lines running west from Chicago, St. Louis, and Cincinnati, has held several conferences, and now reports In favor of a boycott of the unending western lines. This will be done by eliminating the prorating privilege between this and the Western territory.
