The proposed 1972-73 Des Moines School anticipates an District budget enrollment de crease of about 800 students, to a total enrollment of about or about 300 students fewer than were enrolled in the Des Moines School District 10 years ago. The Des Moines School District's 1962-63 budget was about $21.8 million, or about 40 per cent of the proposed 1972-73 budget.

School officials blame the 138 per cent 10-year increase on annually increasing costs and demands for new programs. ICELAND -The fourth game of the world chess championship ended in a draw here Tuesday, after getting underway in a comparatively orderly manner although both Bobby Fischer and Boris Spassky arrived late for the start of the game. With Fischer leading with white in his Sozin attack, Spassky played the classic Sicilian defense with southern variations a strategy which sounds more like a short left jab under the chin with a stiletto than the attack on Fischer's bishop which it really is.

At the same time Spassky was playing with great speed. The Soviet champion's clock showed that he took only 9 minutes to make his first 16 moves against nearly 40 minutes for Fischer. Spassky had clearly l. prepared himself to play this game according to the book, knowing that Fischer always opens with pawn to king four. Successful Defense But after looking like a loser for two hours, Fischer was able lo play a successful defense aft-! er two mistakes by Spassky! and force a draw after five I hours.

The score in the 24-gamej scries now stands at for the Soviet champion and for the American challenger. Thev called it emits at the. forty-fifth move. The fight had heen hard with a string of start-j ling turnabouts. Each contestant got a half-point for the draw.

Spassky, 35, won the first game and got the second by forfeit when Fischer failed lo show. The 29-year-old American won the third. Yugoslav grandmaster Svelo-zar Gligoric said Spassky had made a bad error on the twenty-ninth move, throwing away the chance of a victory. U.S. grandmaster Robert Byrne said Spassky, playing at a slight disadvantage with the black pieces, could have pocketed a draw at the eighteenth move by forcing an exchange of queens.

But the Russian chose to go for a victory. The game was packed with surprises, first white and then black setting the pace. The schoolhouse fund basically is fixed by previous commitments to building programs. Supt. Dwight M. "In the first category of increased costs are such items as transportation, utilities, insurance, Social Security, and pension funds. Davis said the proposed budget "reflects decreases in election expense, most capital outlay expenses, reduction of inventories, repair and maintenance of buildings, and reduction of substitutes' and lay readers' account." 'Should Share Food Revenue All Des Moines high schools should have an equal opportunity to share in profits derived from food and soft drink sales at the city's high school football games, the president of the Des Moines School Board said Tuesday.

Presently, said Mrs. Jack Spevak, all profits from concession sales at Ilutchins and Williams fields the two fields where all football games between Des Moines high schools are played go to Lincoln and East High schools. She said this is because Hut-chins is Lincoln's home field, and Williams is East's home field, and the concession stands at each field are operated by the "home" school, regardless of whether East or Lincoln happens to be playing on the field that particular night. Mrs. Spevak noted that although the two fields are the ''home" fields of Lincoln and East, they are used by all six the city's public high schools, and are maintained "entirely by general fund money from the school district budget." She said the school district has spent: $200,000 maintaining the two fields in the last five years.

Mrs. Spevak said she has been unable to learn how much the Lincoln and East boosters raise each year through concession sales at high school football games, but speculated that the amounts would be considerable. After requesting and receiving Krebill's report Monday, the task force decided to have a contract written for Mrs. Roberson which would allow her to use Community Development money to provide housing, counseling and food for anyone she wants to help. To do this, the task force decided, she could have no more than $75,000 for one year.

The motion to renew funds for Friendship City under the new terms was made by George Flagg, and included three parts That the Central Advisory Board (CAB) of Community Development immediately recommend to the City Council that Friendship City receive interim financing until Sept. The contract also would include safeguards and an ac-counting system for all monies spent.

That after the contract is prepared, the CAB refer it to the Community Development neighborhood boards for their approval. Flagg, David Pickett, Arlie Mayhugh. Keith Hyde and Hazel McGuire voted for the proposal. Mildred Wheeler and Margaret O'Brien voted against it, and Patricia Rex abstained. Task force chairman Earl Hutchison did not vote.

The Russians were reported to control at least two air bases inside Egypt, and some estimates put the number as high as six. Russian naval units also have been using Egyptian ports frequently.

The rift over the Russians' apparent refusal to give Egypt MIG23s and other sophisticated, offensive weapons had become increasingly public. Egyptians blamed the Soviet Union for holding back the war effort by denying Egypt the methods of fighting Israel, while the United States continued supply arms to Israel. Neu said family practice centers are needed because most physicians remain in the state where they take their residency training. A family practice center is for residency training.

He also said there should bt-greater emphasis on admitting Iowa natives to the University of Iowa medical school. Neu said communities must recognize that doctors are most likely to settle in communities where they can practice with other doctors, so cities must be encouraged to promote clinics and co-operative practice arrangements. Sadat may view himself now as freed from whatever restraint the Russians imposed on him, and conceivably could turn to the limited-strike war that has been under discussion in Cairo for some time. It is more likely, however, that by foregoing direct Russian help, Sadat has placed himself in a position to show his restive people that Egypt now must gird itself for a long, hard struggle with Israel without foreign military aid. This would buy him time to restore his political position.

A third possibility is that he now will attempt to seize again the peace-maker's image that he sought to project after succeeding the late President Ga-mal Abdal Nasser in 1970. lu ULyiiu NEW DELHI, INDIA (AP) government is considering ways American scholars make India the world. Casualties of the 18-month-old government study to set entry guidelines for scholars could be most of the American cultural exchange programs, including the Fulbright. Already, 27 scholars scheduled to use Fulbright grants in India in 3972-73 are sitting in the United States waiting for visas, none of which has been issued this year. More than 300 others in line for summer-long orientation programs under the Fulbright grant have been refused.

The visa of the head of the Fulbright program in India Is expiring without prospect for renewal. The government insists its review of such programs was not motivated by New Delhi's deteriorated relations with Washington. A spokesman pointed out that visas for nongovcrn- mental foreign scholars of all nationalities are beinc held ud (he study is cornpietcd, Pbably late next monlh or early in September. But Americans are the hardest hit because there are more private American research scholars in the coun-try than those of other nationalities. Also, the government says its review began 1R months ago, i but visas were granted to Americans in 1971.

Then the U.S. administration linked up against India during the India-Pakistan war last December over Bangladesh. "There has been this degree of tightness on visas just this year," said a U.S. government source. "I feel that they just don't want as many Americans around." Indian society began entertaining American scholars dur ing the era of Jawaharlal Nehru, Mrs.

Gandhi's father, who was a scholar himself and India's first prime minister. He and Mohandas K. Gandhi promoted India as a haven for scholarly pursuits. Now, the atmosphere has changed. "The study is to set up guidelines for letting in scholars," said a government spokesman.

"They are looking at three criteria: a project's benefit to India, its benefit to the country of the scholar, and its benefit to the scholar himself." A Communist newspaper gave a different reason for the review, however. It talked of "so-called American scholars and researchers whose studies produced only deliberate distortions of India and its Fischer again. for bishop, for pawn. They suggested that. Sadat's move had been prompted at least partially by results of President's Nixon's Moscow summit talks with the Rus sians, in which many Egyptians believe the Russians agreed to freeze the Middle East crisis.

Egyptians, however, saw Sadat's decision as a reaction to the growing frustration of the army and the criticism of liberal groups. Sources at Arab Socialist Union headquarters predicted Tuesday that would follow up with a cabinet reshuffle. The immediate departure of the Russian military force would not by itself close Sadat's options for going to war against Israel as he has repeatedly threatened to do, analysts here caution. The Russians primarily were involved in establishing and maintaining an air defense sys tem designed to protect Egypt's cities and military bases from Israeli decp-penetralion bombing. At least 8.000 advisers were assigned to surface-to-air missile (SAM) sites, according to Western diplomatic reports.

Sadat said at the end of 1971 that, much of the work of the Russian missile teams had been completed, and Egyptians were manning all of the SAM sites in the forward region of the Suez Canal. ini; imssians also liau experts working with Egyptian pilots in the more than 200 MIG21 interceptor fighters the Russians have supplied Egypt. The army officers had become increasingly frustrated by the Soviet Union's failure to provide them with adequate offensive weapons, the sources said. The officers also have asked for the dismissal of Egyptian Prime Minister Aziz Sidky, whom they regard as being too pro-Soviet, sources said.

Increasing Friction There had been increasing signs of friction between Egyptian officers and Russian advisers, and critics of Sadat openly questioned Egypt's "extravagant dependence on the Soviet Union," a charge thafr stung Egypt's nationalistic population. Other Egyptian sources, how ever, said that the request for the withdraw rawdi uii Soviet advisers had been conveyed by Sidky during his visit to Moscow last week. According to these sources. President Hafez Assad of Syria, Egypt's partner in the Arab Federation, acting on Sadat's behalf, had asked Soviet leaders during his visit to Moscow at the beginning of this month for a firmer commitment to the liberation by force of Arab territory occupied by Israel. Assad flew directly from Moscow to Cairo with an "unsatisfactory" reply, the sources said.

Sadat then decided to send his prime minister to make a last plea and in present an "ultimatum," according to the sources.
