Either way this bean salad practically makes a meal. It's a full-flavored dish featuring "baked' beans and bam, and can be served heated or chilled, as temperatures and tempers of the day dictate. If the mercury takes a dip, a good warm salad might be your choice. If the weather is steamy, or if you plan to go on a picnic, you can pack the cold mixture in a container and pop it into your ice chest or cooler.

Beans in tomato sauce are the base for the combination made hearty with ham cubes and lively with onion, corn and tomatoes. The mixing can be done early in the day, if you like. This allows flavors to blend as the dish marinates. Crusty bread makes a good partner for the salad, cither way. Omit the greens when serving hot, but line a bowl with them to present the salad cold.

ICELAND (AP) Bobby Fischer apologized in writing Thursday to Boris Spassky for "disrespectful behavior" that threatened their world championship chess match, and Moscow's Tass news agency said "all demands of the Soviet delegation have been satisifed." It was announced that the first game would be played Tuesday. Fischer, the American challenger, and Spassky, the Soviet world champion, met Thursday night to draw for the first move in the $300,000 series of 24 games. Fischer drew the black pawn, giving Spassky the first move with white and a slight advantage. The draw was done the same way park-bench chess players would do it. Spassky took two pawns, one white, one black, juggled them behind his back and then extended his rinsed hands to Fischer.

Without hesitation, ischer hunched forward and pointed a linger to Spassky's right hand. Monopolies would he strengthened, because "emphasis on safety, the suppression of advertising and the standardization of products all tend to dampen competition between firms and are frequently anti-innovative and restrictive influences." The proposed advocate agency would "unquestionably make consumers relatively poor," he added, because of lost income and benefits resulting from bureaucratic delays and "tax revenues needed to cover these delays and the cost of CPA itself. "Consumers would almost surely be better off without such regulation and with the money they pay in taxes to buy more safety and information." Winter said. Higher prices would have the "most detri-i mental impact on the poor, who will get more quality only when they can pay a higher price," he said Although government regulation "has been a failure to such dimensions that it should be undertaken only in clear cases of market failure," Winter said, there is a proper public protection role: safety regulations protecting innocent par ities such as young children 1 from dangerous toys, false ad i vertising, uniform weights and measures, high risk products such as insanitary food and i products, and cigarettes.

Kathy Brown Snips It Dear Hcloise: Recently I made two pairs of pants for my 2-ycar -old son. When I was ready to put the elastic in the waistband, all I had was some one-inch-wide elastic and it was only long enough for one pair. Snip, snip I cut it lengthwise, being careful to cut it as straight as possible and there it was, enough clastic for two waistbands. Mary Fogarty Bath Ti me Dear Heloise: I have two boys too big to let mother bathe them and too young to get clean by themselves. I recently found a very good solution to the soap and washcloth dilemma.

I cut an old washcloth in half and sewed up two sides leaving one end open. I then put the soap inside and, presto, two lathered cloths and two clean boys. I use hand-sized soap for the boys because their small hands can't hold larger bars. Mrs. Virginia Asch Candle Tip Dear Heloise: I am a little pokey when it comes to letter-writing, so this is a belated suggestion on a hint that was printed some time ago.

It was from a gal who removed the wax from the bottom of a votive candle cup with a corkscrew. She can save herself a lot of work in the future if she would put about a tablespoon el water iu the bottom of a small cup before putting in the candle. You'd be surprised how easily that candle stub will come out by just pushing on one side after it has burned down. -Mrs. C.

"To be sure, some consumers may be helped but many others will be hurt," Prof. Ralph K. Winter, wrote in a special analysis for the nonprofit American Enterprise Institute.

He said consumer advocates such as Ralph Nader are "seeking to impose something on the consumer that he has chosen not to purchase" rather than letting market pressures govern improvements. "If consumers desire more safety, more quality and the like, greedy businessmen will find it in their interest to fill those desires and very much to their detriment to willfully ignore them," Winter said. Legislation creating an independent Consumer Protection Agency (CPA) passed the House by a 300-vote margin last fall, over Nader's objections. A stronger version approved by a Senate subcommittee would; give the agency authority to intervene in formal proceedings! i of federal regulatory agencies. i Areuinc that there is no homogenous interest for such an agency to represent, Winter said, "All those consumers who prefer a trade-off between cost, quality, safety information and so on, different from that determined as 'correct' by the agency, will remain unrepresented in all of the proceedings "This is a grave danger be cause the very existence of the CPA will conceal the fact that large numbers of people per I haps in most cases the vast When you want to slip into Delight in the luxury of something comfortable, this embroidered linens! fills the bill.
