John T. M. Reddan, 58-year-old chief counsel for a House armed service investigating subcommittee headed by Representative Porter Hardy Reddan, a former Justice Department lawyer and special assistant to the attorney general, has been involved in investigations and prosecution of military frauds for a period of more than 20 years.

Since 1957, he has been counsel for Hardy's subcommittee, and in the last few years has conducted investigations that resulted In criticism of McNamara's use of the "cost-effectiveness program." The reports formed the basis for attacks by Nixon and the Republicans on McNamara's financial practices. Represen tative Porter Hardy who voluntarily retired from the House last year. Although Hardy is 66 years old, the lean and muscular Norfolk-area accountant, has 25 years experience as a tough investigator of Defense Department problems. He has had friendly personal relationships with Bryce Harlow, who is a key adviser to Nixon, and he is admired by Republicans as well as Democrats for his thorough and fair investigations of military matters.
