Suite A BRADENTON FLORIDA RIVERSIDE MEDICAL CENTER 300 Riverside Dr. Suite 2000 BRADENTON FLORIDA a personal friend of Doncal and her husband but denies personal loyalty played a part in his decision to bring the charges before the board. "There is a certain bitterness and bad spirit," remarked member Christopher Daly. "We're rushing in a direction where most members don't want to go." But member John Cloud said his colleagues, in fairness to Vacar, need to deal with Headlee's allegations swiftly. "I hate to spend the money to do that, but I hate to leave Mr.

Vacar out there with all these allegations," Cloud said. "What we are looking for is significant instances of malfeasance and the like. We certainly do not want to spend a lot of time looking at every half-minute of every day." Vacar released an 18-page memorandum Monday with a point-by-point response to each of Headlee's charges. He predicted as many as 80 percent of the incidents Headlee has labeled as misconduct actually are within his discretion under his MEDICARE ACCEPTED facts, Vacar said. He cited one instance when a local newspaper erroneously quoted him as saying the airport would use the legal taking of property through the airport's eminent domain powers to force some neighboring property owners out as part of a jet noise reduction program.

Headlee did not mention in his charges that the newspaper ran a correction after the quote was published. Here are Vacar's responses to some of Headlee's other charges: To giving unauthorized discounts to airlines for prompt payment of their share of the costs of the airport's new $50 million terminal: The idea was suggested by Doncal and Vacar agreed the airport would be better off getting the cash as quickly as possible. Regardless of whose idea it was, Vacar said, it fell within his and Doncal's discretion to do so. To giving unauthorized raises to some airport executives: The raises fell within a new job classification and pay scale the authority approved in February, which Vacar implemented in March. To improperly spending $918 in airport money for his annual dues to the California Bar and another $70 for dues to the American Bar Association: Vacar, a lawyer, said he was assured during his contract negotiations that existing airport policy covered those expenses and that the authority each year budgets dues and subscriptions covering "a host of employees and varying organizations." SOUTH BAY'S WEEKLY COUPON PAGE 1989 contract.

"It is difficult for me to imagine that his view of me could be so low so suddenly," Vacar said in the memo. "It is apparent that much of the substance of the allegations can be readily resolved through a legal interpretation of my agreement." On other issues, Headlee was just wrong or was voicing his personal opinion without supporting "I uypress wau 9ww ttSSj. II cnnn jr SnPuicB. Inc. VrTM rRAMEtfRAFTERS INC.
