The Tampa Tribune, Friday, June 21, 1991 4-BayLlfe Best Bet New TV station emerges in Bay area "Triple Play II," 9 p.m., PBS Three unusual dramas by independent filmmakers are offered tonight on the "American Playhouse" series. Lucas Haas stars in the first, "Peacemakers," Television Walt Belcher gramming and little promotion. "We want to get it up and running before we make a big splash," he said. He added that WTTA has only a few reruns such as "The Partridge Family," "I Dream of Jeannie," "Laverne Shirley" and an old science fiction series, "One Step Beyond." "We also have about 500 movies right now, but we will be getting more," he said. "Our plan is to run movies at 8 and 10 p.m.

every night "We'll beef up the schedule In the fall, when new syndicated programming becomes available," he said. Watson would not say what the start-up costs are. He said the station doesn't have a studio yet, nor does lt have a sales staff. In fact, other than Watson, WTTA only has four employees. "We'll eventually be up to 20 full-time staff members in a few months," he said.

Until offices can be located, Watson is working out of Rlverview, where the station's transmitter is located. "We probably will have offices in St. Petersburg eventually," he said. In the Bay area, Watson has worked in sales for WFLA-TV, WFTS-TV and WTMV-TV. He said he has helped to start at least nine TV stations in other markets.

"I think it will be very hard for a new station to make it in this market," said Dan Johnson, co-owner of WTMV, Channel 32. Channel 32 is the most recent station to By WALT BELCHER Tribune Staff Writer TAMPA A new television station using an old signal is scheduled to begin broadcasting at 6 p.m. today with a lineup of vintage films and sitcom reruns. WTTA, Channel 38, Is a full-power, Independent station that will broadcast to the 1.3 million TV homes In the 11-county Tam-pa-St. Petersburg market.

The station, licensed to Tampa Bay Broadcasting Is owned by Sinclair Broadcasting of Baltimore. WTTA is using a frequency, Channel 38, that once was licensed to the city of St. Petersburg. The TV station was the first in the market when it signed on in 1953 as WSUN, a government-run channel. It went off the air in 1970, and the channel remained dormant while Investment groups sought an operating license from the Federal Communications Commission.

The new Channel 38 becomes the ninth full-power station to serve the 13th largest TV market in the country. "There's no doubt about it, we face an uphill battle to get established," said WTTA general manager Tom Watson. "It's going to be tough because the market already has three independents channels 44, 28 and 32." Watson, a 20-year veteran of Bay area broadcasting, says the station will keep a low profile this summer, with limited pro sign on the air. It was launched five years ago. "It's been hard going, and we're only just now beginning to see the light and make some money," Johnson said.

He said new stations in large markets face huge hurdles. "It's difficult to get programming because the syndicators want top dollar in a major market; it's hard to get ratings because you're new, and it's hard to get advertisers because you don't have ratings," Johnson said. It's also hard to get carried on cable systems, he added. That's important because 65 percent of the market subscribes to cable. "We're still fighting that battle because we're not on all the systems yet," Johnson said.

"We are just starting to negotiate with cable companies, and we haven't gotten on any systems yet because they are at capacity now," Watson said. "But I think we will eventually be added to most of the systems. "I also think we'll get some advertisers because our rates will be the lowest in town," he said. He did not disclose the rates. "If they Channel 38 try to be a general independent like the others, then they will be in trouble; but if they go a specialty route, then they might have something," Johnson said.

Watson said the station plans to bill itself as some sort of movie service, offering double features every night. in the 1950s with Maas the threat of the atomic bomb. The second, "Astronomy," is about a 7-year-old girl (America Martin) who finds escape from poverty in the stars. The third, "The Price of Life," is a futuristic tale about a world where time is traded like money. Also tonight: "Charade," a charming Cary GrantAudrey Hepburn romantic mystery, airs at 9 p.m.

on WUSF, Channel 16. CBS debuts a new reality-based series, "The Verdict," at 8 p.m. (see column, this page). As If we didn't have enough fictional lawyers on TV, this new "reality based" series follows real lawyers defending real clients before real Judges.

In the tradition of "Cops," "Top Cops," "American Detective" and "Rescue 911," this eight-week series bolls courtroom proceedings down to a half-hour. But "The Verdict" Is a cut above the others In this burgeoning genre. That's because the program is being produced out of the CBS News division. It's a spin-off of "48 Hours." One TV critic called it a "People's Court" with higher stakes. The first trial covered is that of Raymond Stone, a San Diego gigolo who jilted women after bilking them out of their money.

When one of his victims turned up dead, he was charged with murder. CBS News Correspondent Richard Schlesinger narrates the action as Stone's public defender squares off against a prosecutor who is working with only circumstantial evidence. You get to watch as the case unfolds before a real jury. It airs at 8:30 p.m. Vidbits NBC News Correspondent Lucky Sev-erson recently visited Tampa to prepare a report on Tampa Mayor Sandy Freedman's Challenge Fund program, which makes buying or renovating homes easier for families with low to moderate incomes.

The report is scheduled to air on the "NBC Nightly News with Tom Brokaw" on Tuesday. Just what we need to perk up a lazy summer: Stephen King's first TV series, "Stephen King's 'Golden debuts July 16 on CBS. The seven-part dramatic series about a secret government project in upstate New York will run for seven episodes on Thursdays in July and August. Michael Dora, who plays Klingon Lt. Wort on "Star Trek: The Next Generation," will play Worf's grandfather on the big-screen "Star Trek VI." Dorn is the first "Next Generation" cast member to land a role with the original cast In a "Star Trek" feature film.

And Worf plays a key role In the 100th "Next Generation" episode, to air at 7 p.m. Sunday on WTOG, Channel 44. Start the day with Dan Quayle and end lt with Cher. Look for the vice president Dan Quayle to be interviewed live on the NBC "Today" show this morning. Cher is to appear on ABCs "In Concert '91" at 1:05 a.m.
