Ladies $9 Fashions pushed its prices up from $9 to $9.90 a year ago, and Swayze and Dugan are working hard to stay below the $10 mark.

They're able to turn a decent profit by keeping costs down, Swayze said. Ladies $9 Fashions might be facing some competition because a major player in the national one-price industry is looking at possible locations between Tampa and Orlando. One Price Clothing Inc. is the industry's biggest success story. Founded six years ago, the company has seen sales jump from nearly $64 million in 1988 to $82 million in 1989.

The South Carolina-based company has 295 stores nationwide with 11 in Florida including Jacksonville, Tallahassee, Daytona Beach, St. Augustine and Ocala. And it may have as many as 20 stores in the state by the end of 1991, said Vice President Barry Goldman. One Price Clothing appeals to blue-collar and middle-income customers, said Goldman. "We look to locate at strip centers anchored by Wal-Mart, mart and food stores." If One Price Clothing moves into the Tampa market, customers like Hudson will have another place to hunt down bargains.

"I gave up shopping at malls a year ago," said Hudson as she looked through the racks at Ladies $9 Fashions. She suddenly let out a whoop of satisfaction. She'd discovered a hand-painted T-shirt, the clone of one she had seen ticketed at $25 at Burdine's. h- ATTENTION' had to get the Environmental Ptck tection Commission's permission to disturb the wetland. Applications for the project were rejected three times since 1988, records show.

Then Sherman and his associates decided to appeal the last denial to a hearing master. Among their stronger arguments, said commission attorney Mary Lynne Richards, was that they were being denied any use of the land. Negotiations led to a mitigation agreement, which requires frequent progress reports to commission staffers and sets minimum standards for plant-life success on the new wetland. i The deal also designates the remaining 16 acres as a conservation area, prohibiting any future development on the property. The wetland on the 18-acre lot is split by 4 acres of upland a dry! wooded area located behind some of the Carrollwood Village houses.

The developers will turn that area into a wetland by moving the swamp muck and planting cypress: trees. Samaha says the changes will enhance the system and provide better drainage for the nearby homes. That's probably true, said Bob Upcavage, a biologist with the Environmental Protection Commission. Man-made cypress swamps have high success rates and the trees are able to withstand extreme climatic conditions, he said. Like other off-price retailers, one-price stores can sell Jordache jeans and Gitano fashions at rock-bottom prices when wholesalers get stuck with merchandise that full-price retailers can't use.

For the owners of Ladies $9 Fashions, a one-price outlet is a way to stand out in the crowded world of discount retailing. Although there is nothing new about the idea, it seems to be working for Tom Swayze and Nancy Dugan. They opened their fifth Ladies $9 Fashions store in Fashion Square just before Thanksgiving. Others are in Oldsmar, Brandon, New Port Richey and St. Petersburg.

And they plan to open stores next year in northeast Tampa, Sarasota and Clearwater. Since Swayze and Dugan opened their first store in 1987 in Oldsmar, they have seen one competitor close two stores in Tampa and file to reorganize under Chapter 11 of the Federal Bankruptcy Act. The chain simply couldn't afford to sell the kind of trendy clothes its customers wanted for $6, said a manager who asked not to be identified. Established discounters such as Marshalls, Ross or Hit or Miss have peaked in their growth, said Cathy Dybdahl, a retail industry consultant with Management Horizons a division of the national accounting firm Price Waterhouse. But she predicts one-pricers have an opportunity to grow because they can continue to lure customers from those discounters and none of them has a lock on the market. The bargain-hunter mentality goes across all income segments, particularly in times of economic downturns, said Dybdahl. But at one-price stores, customers looking for low-cost goods know they can afford the merchandise before they go into the store, she said. Many shoppers initially might be skeptical about the quality of merchandise, but one-pricers typically stock brand names, which lure people from various income levels.
