Littler tops World Hall class PALM BEACH GARDENS Gene Littler, the 1961 U.S. Open champion and seven-time Ryder Cup team member, and three other golfers have been elected to the PGA World Golf Hall of Fame.

Joining Littler in the Hall will be Bill Campbell, a past president of the U.S. Golf Association, two-time PGA champion Paul Runyan and the late Hor-ton Smith, winner of the first Masters in 1934. Induction will be Nov. 3 at Pinehurst, N.C. NCAA conference playoff favored OVERLAND PARK, Kan.

An NCAA committee has recommended six conferences have their champions meet in a playoff to determine the final three automatic berths in the men's basketball tournament. The format, which the NCAA dubbed "play-in" games, was necessary because more than 30 conferences will be eligible in 1991 for the 30 automatic bids to the tournament. The Division I Men's Basketball Committee recommended the Northeast Conference play the Patriot League, the Southland play the Mid-Eastern Athletic Conference and the Southwestern Athletic Conference play the Big South. The NCAA Administrative Committee, will consider the recommendation at a May 24 meeting. D.C.

bans sports gambling game WASHINGTON The District of Columbia Council passed emergency legislation Tuesday banning organized sports gambling in the nation's capital after being told that the planned game would hurt the city's chances of gaining a major-league baseball expansion franchise. The emergency bill, passed by voice vote, blocks the city from adopting any form of organized betting on professional sports. Baseball Commissioner Fay Vincent said in a meeting with congressional lawmakers last week that organized baseball would frown on awarding a franchise to a city with a sports lottery.
