Market summary By AL GOLDMAN The key buzz words echoing around Wall Street the past week or so are "stabilization" and a "warning" which has been heeded. Resulting from these thoughts is a rathei amazing continuation of long term bullishness and a lack of fear. Stocks have stabilized. That is true, since Oct. 19.

There was a classic rebound from a deep, deep oversold condition and now we are into some wound-licking. So far, market action fits the pattern of both a normal technical fxnince before lower prices and a pause to refresh after a spike-out bottom. Which is it? Well, in our opinion there is such polarization between the short term bulls and bears that we doubt either side is going to receive quick gratification. That means more churning near term. What continues to worry us is that the bullish camp which according to Cameron Association is so large 75 percent of analysts, brokers and money managers surveyed between late October and early November.

Amc.g other things, the bulls believe that Black Monday got Washington's attention and thus the Congress and the president will now (and I mean right now) solve the trade and budget deficits and keep the economy growing at a healthy pace. AH this, after 25 or so years of economic mismanagement and (rior to a presidential election year, mpossible, no. Probable, no. Many problems and uncertainties, yes. We wouldn't be nervous about an "I believe" attitude if stocks hadn't already been under heavy pressure since late August and if, in our opinion, a cyclical bear market hadn't already begun.

Also, with Washington running around in a sky is falling frenzy, the risk of getting voodoo economics and quick fixes is high. At best, the environment is fragile and thus the risk level is high. Who knows what steps the Japanese and German central banks will take and how long the Federal Reserve will allow" the Treasury Department to run the monetary bail game? And these are just a few of the pieces to the puzzle. All we can really put our on is thit stocks have been under distribution for almost four menths. Heroes In the market place die young.

Ample cash reserves are still recommended and will be until market action proves. Remember, market will have the answer before the news media. (Al Goldman writes for A.G.
