Connie Shingledecker, a sheriff's department specialist in sex crimes against children, said, "They were given alcohol, money and drugs in exchange for the photographs." The girls were paid from $180 to $200 for each session. Hicks listed his occupation as "retired" in arrest papers.

Investigators haven't yet determined whether the photographs were sold or kept for personal purposes, Shingledecker said. The runaways, one 17 and the other 16, were in the photographs for which Hicks was charged, she said. Detectives have been unable to Identify any of the other girls in the photographs. According to a search warrant affidavit, the older girl met Hicks about April 1 through a friend. Hicks allowed the girl to move in and two weeks later asked whether he could photograph her in a bathing suit, according to the affidavit.

Eventually the girl was persuaded to pose more provocatively, according to the affidavit; she later introduced the other runaway to Hicks.
