Crites and Barwick, seeded first, won their third doubles title since 1983 with a 433-376 victory Sunday against Miami's Wayne Graham and Rubin McDowell. Crites and Barwick also have had one runner-up finish during the 1980s. It was the 10th regional crown for Crites, the holder of four PBA national titles.

Barwick now has six regional championships. Graham and McDowell, who defeated defending champions Storm DeVincent and Rob Comito of Ta-marac by a 420-401 score in the semifinals, took the loss in stride. "All the guys that played loved it and had a heck of a time. There were no injuries and we had a lot of fun." "I'm not real comfortable with the 15k distance or the hills, but I'm hoping that running is this heat will make up for it." Tisell has been racing for USFs track team nearly every weekend since Gasparilla in February. He ended the outdoor track season about a month ago and even took a couple weeks off to rest. "Our first goal is to break last year's attendance record," said. Gary Rigley, vice president of base-" ball operations. "We still feel 200,000 Is possible." Baseball needs that unbridled' optimism, but there is still an air of uncertainty. A year from now major league baseball begins a new contract with television with 170 addi-; tional games on ESPN two; doubleheaders every week plus a single game on Sunday. This time, though, the minors, are better prepared for the latest threat posed by television.

History might serve the sport well. Bob Chick is a sports writer in the Tribune's Pinellas County bu-reau. lished a $l-mlllion relief fund in 1959 to rescue falling franchises. "Owners started to treat the game as a 12-month business, rather than just seasonal," said Sparks of the prolonged depression. "They could no longer afford to lock the gates on Labor Day and open them the first week in April." A 13-year slide in attendance finally bottomed out in 1962 when 134 teams in 20 leagues drew just 9.7 million, a far cry from the peak when the minors attracted 41.8 million in 1949. Many who assumed a non-aggressive posture were gone. Marketing became the big word in the sport, along with promotion and public relations. The 1970s brought in the college educated.

The wave of the early 1980s saw the coming of the businessman and, in the last three or four years, the corporations. Not that long ago, a few minor Minor league baseball is healthier in 1989 than it has been in 37 years, a reflection, at least in part, of the boom enjoyed by the major leagues. But to say one is directly related to the other is a mistake, because there are few fat cats in the minor leagues. For the most part they are young, ambitious and aggressive. The payoff has been at the box office.

The National Association of Professional Baseball Leagues (NAPBL) in downtown St. Petersburg reports a 14 percent Increase in attendance in April compared to a year ago. Complete May figures have not been tabulated, but Bob Sparks of the NAPBL suspects at least a 10 percent rise. All such bright reports arrive on the heels of a banner 1988 when the turnstile count reached 21.6 million. It hasn't always been that way.

With the arrival of television in the early 1950s, minor league baseball was placed on the critical list It remained in such a state for 13 difficult years. From a high of 448 teams in 1949, the minors dropped to 324 clubs in 1952 and dwindled to 243 in independent teams without major league working agreements get such contracts if they desire. Sparks estimates 125 of the 186 teams are turning a profit. And for some it is more a necessity than others. For Bastien at Charleston it is his sole source of Income, and that means hustle, 20-hour days, decisions to make and even restrooms to clean.

If something needs to be painted, he's there with the brush. It's hard to imagine Ted Turner touching up the baseboards. In most minor league cities a hands-on approach is the only way. Charleston had a Triple A franchise for 60 years, but attendance at the Class A level is even better. The Wheelers sell a 140-page program compared to the 32-page program of the old Charleston franchise and have three times as many wall signs.

It even helps the attitude. "I still believe we can recover from those rainouts," said Bastien. "We can recoup what we have lost" Charleston is last in the league but first In average attendance.
