The Rangers led off the bottom of the 10th with back-to-back singles by Rick Bernardo and Sam Sosa. Mark Kramer then singled to center field, driving in Bernardo, to tie the game 1-1. After an intentional walk to load the bases and a fielder's choice at home, Darrln Garner singled to right for the game-winning RBI. O's release McGregor A Tribune Wire Report BALTIMORE Veteran left-hander Scott McGregor, one of the five wlnnlngest pitchers In baseball since 1980, has been released by Baltimore after more than two years of declining performances. McGregor, 34, who has won 107 games over the past nine years, Is 0-3 this season with an 8.83 ERA. He has a 13-25 record since the start of the 1986 season. The Orioles also announced they have recalled right-hander Jay Tlbbs from Rochester of the International League. On Sunday the team recalled pitcher John Habyan, who will start tonight's game against the Texas Rangers.

Another player will be pared from the roster before tonight's game. The only four pitchers who have won more games this decade than McGregor are: Jack Morris of Detroit, Ron Guldry of the New York Yankees, Phil Nlekro and Dave Stieb of the Toronto Blue Jays. The Orioles made the move despite the fact that McGregor has two years worth nearly $1.97 million on a multi-year contract extension he signed before the 1985 season. McGregor has won 138 games since joining the Orioles near the end of the 1976 season, and Is the fifth-winning pitcher in history, behind Jim Palmer, Dave McNally, Mike Cuellar and Mike Flanagan. LOUIS The St. Louis Cardinals placed starting pitcher Danny Cox on the '15-day disabled list and filled his spot on the roster with veteran minor-leaguer Gib-soa Alba. Cox was in Columbus, to undergo an examination on his right elbow by Dr. Andrews, who has performed numerous arthroscopic operations, at the Hughston Sports Clinic. Cox, who has had with the elbow since the end of the 1985 season, was expected to undergo sur-gery, a team spokesman said.

Cox's departure is yet another blow to the Cardinals' pitching staff. Starter Joe and reliever Ken Dayley are both on the 21-day disabled list Starter John Tudor recently joined the -team after being sidelined since the start of the season with knee and shoulder problems. Starter Greg Mathews was forced out 'of his last start with a sore left shoulder, but he has received a cortisone shot and should be ready by midweek. Key to undergo surgery TORONTO Pitcher Jimmy Key will undergo arthroscopic surgery to repair his 'injured left elbow and miss six to 10 weeks, the Blue Jays announced. Key, 27, was examined by Dr.

Kent Hrbek of the Twins was named AL Player of the Week. Hrbek had 11 hits in 23 at-bats for a .478 average during the week. He had four home runs, four doubles and eight RBI. Elsewhere. At Osceola, the Astros scored two runs in the second inning on their way to a 3-0 victory over Red Sox, extending Winter Haven's scoreless-innings streak to 41.

At Clearwater, Jeff Oiler helped the Expos extend their road-winning streak to 10 with a pair of solo home runs as West Palm Beach shut out the Phillies at Jack Russell Stadium. At St. Petersburg, Miami's Ma-sao Klda went the distance giving up one run, four hits, and striking out four as the Marlins beat the St Petersburg Cardinals 5-1 at Al Lang Stadium. Rex Farrior Distinguished Citizen Award, given by the Tampa Chapter, National Football Foundation and Hall of Fame Thursday night.

The chapter also will honor nine Hillsborough County seniors with scholar-athlete awards and will recognize three other adults with major presentations at its annual banquet, which will be held at 7:30 at the Howard Johnson Plaza Hotel. Tickets are $25 and can be reserved by mailing a check made to the foundation to Jeff Kemp at 107 E. Fowler Suite 101, Tampa 33612. Freeman was a 60-mlnute man at nose guard and offensive guard for the Spartans as a 6-foot, 214-pounder from 1957-60 and made the Williamson All-America team in 1959. He hitchhiked from West Virginia to Florida in hopes of playing college football and was welcomed with open arms when the coaching staff learned he had played football in the Army in Germany with Ken Belliveau, who also became a Spartans star.

Freeman left the Mud River town of Milton, W. and said he just wanted to get away from the dairy farm that had been an operation for several generations of the Freeman family. He has been a Tampan ever since and now operates his own company, Lowell T. Freeman and in the national distribution of domestic and imported packaging materials. "Besides the lady (Anita) I married, the smartest thing I have done was coming to this town," Freeman said.

Actually, it was Lakeland and Florida Southern College, not Tampa, to which Freeman headed, but Southern did not have a football team and someone there recommended he check out the Spartans. "I called them on the telephone and they sent Gene Biittner (the basketball coach) to see me," Freeman said. "I guess they thought it was a joke. Ken Belliveau's name came up and I asked, 'does he have a brother playing basketball at Seton I told them I played football in the Army with Ken. They checked with him and on his word I got a scholarship." In 1959, Freeman was named as the lineman of the week in Florida for his play against Arkansas State.

At the same time, Miami quarterback Fran Curci, now UT's athletic director, was back of the week. Freeman coached football and swimming at King High School in 1960-61 and became a member of the university's sports hall of fame in 1966. He is a board member for the NFFHFs Tampa chapter, a former vice president of the university's alumni association and was active In the Sword and Shield and Quarterback Club that supported UT's football program.
