in my opinion, he is entirely at fault in his reasoning in regard to the proposed -inking fund. Every one tamiliar with stock negotiations must admit that a stock, for the payment iiicii a si'iking fund ha-ber-n provided, vvi'l be ereatly preferred in the market. rui'I cm be negotiated for a itiarber price than one for which no sinking fin ha- Geej. created. But this point is quite unimportant in my view, in comparison with a security to the c-y di-criminat 'o in the toll -sheet of the Railroad Company, adverse to the interests ot Baltimore.

I ould even prefer that tin-city should girt the Railroad Company the than allow its prosperity to be dependf nt upon the action of another corporation, if I could prevent it. The citv is not secured from a tli-c-'indnntioii against it hv'tiie toms of the charter of ihe Railroad Company. The po-sibility cf such an event might nor have scoured to ihe or it might have been ir different to it. or have deemed the city perfectly competent to take care r.f it-rif. Be this as it ma v.

the question oi such discrimination is a vital one to' Baltimore: and if the lawfully constituted guardian of the city omit the present opportunity of protecting it froin any future discrimination against it. re- rf.i.)iVii will rent trith them, not ith me. It is not surhvient to say that the honor or the re-pectabilii of the present board of director- is such tnat a ma'iter of great importance to the city would be perfectly sate in their hands. The hoard a few month- ago wa- as respectable and honorable, so far a- any one knows, as it is now; vet it is a matterofliisinrythat it did discriminate against Baltimore, and I am to'ld that an unsuccessful motion has recently been made by some of tiie direc tors to renew Ihe same discriminating policy. Neither is it sufficient to say that the city is it self' represented in the board of the railroad company, and that its rep resentatives there can protect bccaii-e it ha- only eight out of thirty directors.

No one can foresee that the present Board of Directors will lie re-fleeted. Can anv one presume to sav who will constitute tlie President and Directors of the Baltimore and Ohio Railroad Company another year, or what policy may obtain: It the Councils of the city grant its money or lis credit, the act will be permanent; vvhereas the oiheial promises of ihe President and Directors of tlie Railroad Company mac all tcimiriate with their otiieial year. Where will be the security of the city then upon the subject of diserimi nation: There is no doubt in my mind that the Rail road Company possesses the power of preventing tiie growth and prosperity of this city, by a discrimination in fi eight against it. Are the Guardians of the city of Baltimore willing that its future prosperity should rest r.n Ihe will ami action of anv oilier corporation, however vv ise and honorable mav lie its P. evident an Directors, if they have tiie pou er to control it Was it ever intended that the great interests of the city of Baltimore should he dependent upon such a contingeney? These are tiie questions which must be decided by the Councils of Baltimore; there is no evading them, nor the responsibilities which their decision will devolve upon thrm.

It is now some six months since my wife was attacked with Dyspepsia, Lircr Complaint and Giddiness. We hare no doubt that the matter, unofficial as present information may be, has engaged the attention of our government.

In the Kngiish Exchequer Court, on the of November, the reserved case of the Queen vs. Garret, came up for review before Lord Campbell and his associate justices. The defendant in the case purchased some time since a credit from Messrs. Duncan, Sherman of New York city, a letter of credit upon the Union Bank of London for '-210. This he altered to 5,010, and obtained from Messrs.

Wilson of St. Petersburg, giving them Lis check for drawn upon the Union Bank. In the meantime the Union Bank had adv ice of the letter of credit for The check for 1 was presented to the Union Bank, tut payment was refused. The prisoner came to London, and was apprehended and indicted for an attempt to obtain money from the Union Bank. It was then contended by the prisoner's counsel that there was no offense committed in London, and that he had not committed the offense charged in the indictment.

The Judge left the intent to the jury, who found the prisoner "guilt but the point was reserved, ana also as to whether the prisoner meant to obtain the money for his own ben-' exit.
