Owing to layed trains the morning session was not called to order until nearly 12 o'clock, it being about 2 o'clock before an adjournment was taken. The business of the morning was of a routine nature, tbe roll-call and general reports of committee being tbe only matter coming before tbe body.

The afternoon sesiion was of a lirelier nature, and as a result this evening committees OB the various subjects discussed are actively engaged in formulating reports to be pre Rented at the sessions to-morrow. One of the Interesting features was the subject of how to reduce the expense in "'icepted cities- which was proposed by J. W. Murray, the German-American -of New York. Mr.

Murray warmly his plan of action, which be declared was practical and feasible, but, aa ia usual with measures presented before the Union, the necewary Tote could not be secured and the subject was laid over? It is understood that Mr. Murray wilt- again bring the. subject up, when- fie expects the matter to receive; better consideration. The situation at Milwaukee, which is probably the most serious matter up for the discussion of members, wks; to-day but lightly touched upon. It will probably come up to-morrow very strongly and will undoubtedly be the occasion of a bitter fight.

The members of the commission, at whose instance the notion on Milwaukee was originally taken, feel that the companies after having urged upon them the necessity of measures affeo'-ing. the city, faking effect -immediately. should follow out the plan as laid "out and insist upon their agents signing the ,15 per commission agreement 'ar well as ordering a'i daily report sent through the office of Inspector Brant On the other hand, it is claimed that the com L-sion has exceeded i authority in establishing a compact office at Milwaukee, or even placing an inspector there to take Charge of the business. At tbe meeting to-day one new member Was elected in tbe person of G. M.

Fisher, manager of the western department of the Falatine of Manchester. Mr. Fisher's headquarters are at Chicago. Owing to the friction which has existed in Keatuckv and Tennessee for several years past it is under-. Stood that a scheme ia now in the incubator for the introduction of a measure to takes these States oat of the jurisdiction of the Union.

Two plans are proposed for their aigpoeition, one being to attach to tne SoatbeaeWn Tariff Association, and tbe other to have them operated independently by the special agonls having jurisdiction in the field, who are, however, to be governed by the rules and rates of the Southeastern Tariff Association. Another subject which is interesting mm-'. agers considerably is non-intercourse with agents of companies outside the pale of tho union. It is proposed by some that- aa nbxs i lute rule of non-intercourse be established, this action probably being precipitated by the introduction of the Columbian Fire of this city into any union agencies in the' West and 'South. This evening a committee is busily engaged In wrestling with the question of co-insurance applied tj all mercantile and manufacturing risks in the West and South. The reasons put forward in advocating co-insurance are not so much that rates will be increased as that under ita application losses will be reduced. In connection with co-insurance the application of the universal mercantile schedule is also receiving general sttention, Mr. Moore, of the Continental, being present as father of the scheme to explain iu merits and urge ita immediate introduction.
