SIX Water Has Water Has (Continued from Page One) people of all the facts and the wacompany nave been doing every possible to keep the facts from people. The company has caron a campaign of mis-representaand abuse through its publicain this city. It is recognized and wn by all the people of the city of what is published in that publicaare the views of the agents of the ter Company and not the views of publisher, as he has none. It is necessary to state this, because the generally are well posted about position of that publication upon water question. If any person inding any editor wanted to be fair, or Christian-like he certainly uld praise the city- administration the position they have taken and lat they have done in this matter be loyal to the city.

When it is nsidered that the Water Company no right to do business in this city cept at the will of the city and that had no further franchise to do siness and that the city could build new plant, it bespeaks the fairness the city officials in their attitude toards the Water company. The War Company was treated more than ir by the city officials. They did not to use any big club or to act in ay arbitrary manner. They only llowed out the recommendation of rofessor Riggs in placing a value pon the water plant. It is an old itiquated water plant with sixty per the pipes 4-inch pipes hich are unfitted for a waterworks system.

It has been shown and it is admitted by all engineers, that proper water service cannot be furnished a city through four inch pipe. With all this staring the city officials in the face they made this most liberal proposition to the Water company. But unfortunately for the Water company, those who controlled the Water Company were not the owners of it and that those who controlled the Water Company were connected with the Water Company only for the purpose of making what they could out of the city of Escanaba. They had everything to gain and nothing to lose and for this reason they commenced to use the big stick and at once proceeded to commence law suits against city. A suit was commenced to stop the city officials from submitting this question to the people which will be decided by the Supreme Court within the next few weeks.

The Water Co. also commenced a case in the United States Court for damages for dumping sewpage in the bay. It also commenced a suit to restrain the city from increasing the flow of sewage into the bay, making it impossible for any further sewer extensions. The city officials have been advised that these suits were commenced for the purpose of intimidating and brow beating the people of the city into submission. If the city officials had not followed the course they did they would have been subject to just criticism.

They have used exceptional ability in handling this water question and more than ninety per cent of the people of the city are loyally behind them in their efforts to shake from the throat of the city this Water Company and to place the people of this cly in a position so New Store Hours Beginning Monday and until further notice, a new schedule of store time, agreeable to the trade, has been agreed upon by most of the merchants of our city. This new arrangement has been made with the full approval and 0. K. by the trade in general who recognizes the fact that store workers are entitled to the same working hour schedule as people employed in all other lines. It is a Step Ahead---a NATIONAL Movement Recognized and endorsed by all laboring men who naturally would be concerned.

Here in Escanaba this new store time movement has the full endorsement of the Trades and Labor Council, the Woman's Club, as well as the War Preparedness Board. 3 We, as well as others in this movement recognize the fact that one additional hour in the open would be of untold benefit to all, regardless if this extra hour be spent in gardening or recreation. With this aim in view, beneficial to our whole store family, this as well as leading stores of our city, have adopted the new schedule. BEGINNING MONDAY WILL CLOSE AT 5 O'CLOCK P. M.

FATR SAVINGS BANK BIG STORE HEART ESCANABA THE OF SUNDAY MAY 20, 1907. ESOANABA MORNING PRESS that they can decide this question for themselves. Any person taking any different position is a traitor to his city and is moved by mercenary motives.

The city has commenced no suit but are simply defending the suits commenced against this city and forced upon us by the people from another state. Naturally it would seem as if every person would encourage the city administration to fight this Water Question to a final conclusion, but he mighy dollar will sway and intheir city the same as the same 1 influence a certain few people against fluence will influence a few people against their government in time of war. They stand in the same position before the people. The people have just as much respect for. one as the other.

When they see him upon the street they pass him in silent contempt. It cannot be pointed out that the city officials have expended one dollar unnecessarily. There has been but little money expended in defending the people against this Water Company. It is a safe prediction that by the course the city administration has taken about this water question and the course that will be taken will save the people thousands of dollars. Keep in mind that the question before the people now is not the question of buying or constructing a water system, but the real question before the people is the right of the people to decide this question for themselves.

The city officials insisted that this question shall be submitted to the people for their decision and the North Michigan Water Company insisted that it shall not be submitted for a final decision. That is the issue and the people will line up on one side or the other, according to their interests. All those in favor of the Water Company will please hold up their hands. Up to this time there are only four or five hands which can be seen. 4 UPPER PENINSULA MEN ARE ENLISTED Friday's recruiting in Milwaukee included the acceptance of four upper peninsula men for duty in the navy and the marine corps.
