Now on an off-season break from the late-night show he helped revive, the 31-year-old Carvey is as popular this summer as he was unknown last year all thanks to Church Lady, whose stock reply, "Isn't that special?" has become the catch phrase of the year. While Oral Roberts claimed to be raising the dead and Jim and Tammy Bakker's scandals at the PTL Club were daily news, Carvey's creation became the comic nemesis of the Moral Majority. When an Albuquerque, N.M., radio station aired a listener poll to pick a replacement for the Bakkers, Church Lady won easily. But Carvey remains unaccus- tomed to the strength of her follow-ing.

When a Florence fan asks himi about an old sketch, he responds, "You know my character better than I do." "When I joined 'Saturday Night Live' (in 1986), I even had trouble identifying her as 'Church he says. By this spring she had her own segment, "Church Chat." Carvey writes almost all of the. sketches himself. Church Lady, he says, is not based on a single person "She's a composite of a lot of people I knew when I was growing up." "No one seems offended by; her," he notes. "I see the character as pro-religious, really.

I've even been interviewed by Christian magazines." After years of silence, Channel 38 may be coming back on the air. Sinclair Broadcasting of Baltimore, has the Federal Communications Commission license for the St. Petersburg frequency. Bob Simmons, president of Sinclair, said the company was ready to add another television station to the Bay area. "Within a few weeks we will be scouting for a tower site," he said.

"We look to be on the air by the end of 1988." The station would be WTTA, Channel 38. It would be an independent station, but Simmons declined to reveal what kind of programming it would carry. Sinclair owns WBBF in Baltimore, WPTT in Pittsburgh and WTTE in Columbus, Ohio. Channel 38 used to be WSUN-TV. It was owned and operated by the city of St.

Petersburg from 1953 to 1970. Programs were broadcast from the municipal pier. When the city decided to shut down its broadcast operations, the license for Channel 38 was up for grabs. Numerous groups sought the channel, including Home TV a Tampa-based group that included former Mayor Dick Greco and Andre White, a prominent leader in the black community. Annis' husband, John, a Bay area developer, paid more than $7,000 to United Cerebral Palsy of Sarasota-Manatee to have his wife appear in a scene on the popular ABC series. Foxx, an aspiring performer, got his part from his agent Michael Borchert.

Borchert also paid in the $7,000 range to get the role. The small roles were up for bid as part of an annual fund-raising event. The roles were arranged by Rich Unger, a Sarasota clothing store owner who has connections in Hollywood. Unger said that a third part has opened and bids are being accepted. All proceeds go to the Home for Independent Living in Sarasota, which works with children stricken with cerebral palsy. It is 10:30 p.m., and the day is finally over for Dana Carvey.

The "Saturday Night Live" cast member is half-sprawled on a battered Naugahyde couch, backstage and downstairs in a University of North Alabama auditorium basement. The couch, perched out near the center of the bare concrete floor, is flanked on all sides by stage props, spare furniture, and a few old wooden chairs. Lounging on the couch arm, his legs and Reeboks half-tucked up on the seat, Carvey looks quite at ease at the end of what has proved to be a frantic cross-country trip. Twenty-four hours earlier he had finished a guest appearance on Johnny Carson's "Tonight 12 hours after that, the traffic jam around a Los Angeles freeway wreck made him miss a flight to Atlanta, which made him an hour late for his sold-out 8 o'clock show at the university. But the mostly student audience of 1,700 didn't seem to mind they whooped and applauded him just the same and the comedian whose sanctimonious character Church Lady has become a cult figure doesn't look a bit fretted by all the day's snafus.

"They brought me from the airport in a police car," he muses between autographs. "The mayor was in the car. The picture was used to promote Sierens' recent "Inside the Vatican" series. Some people might have thought that Sierens actually had an audience with the pope.

She didn't. She was merely in a receiving line, and her encounter with the pontiff lasted no longer than a few seconds.
