January 26, 1988 Northwest Expressway design contract OK'd By DAVID SZYMANSKI Tribune Staff Writer CITRUS PARK Hillsborough County expressway officials Monday approved more than $367,000 in design and consulting contracts for the planned Northwest Expressway. Members of the Tampa-Hillsbor-ough County Expressway Authority voted unanimously to pay $103,363 to Tampa engineering firm Howard Needles Tammen Bergendoff for general consultant services on the expressway. A total of $264,292 went to seven engineering firms for design work. Work by an eighth engineering firm, Post Buckley Schuh Jerrii-gan has been delayed.

That 2-mile design section parallels Eisenhower Boulevard from south of Hillsborough Avenue to Spruce Street. That work was on hold because negotiations with Tampa International Airport on how to avoid conflicts between the expressway and a planned fourth airport runway beside Eisenhower are unsettled. Airport officials are unsure about the exact location for the runway, said Harry Bertossa, engineer for Howard Needles. Despite the holdup, Ray Speer, executive director of the authority. said engineering work will continue on the section not affected by the airport's plans.

Speer said he is confident that design work on that section would not hold up work on the overall project, expected to open by 1992. The authority also approved $12,700 in legal and tide fees for work on the properties in the path of the 17-mile expressway. There are some 400 parcels of land owned by residents and businesses along the path of the proposed $319 million toll road, said William C. McLean the Expressway Authority's lawyer. The road runs roughly from Dale Mabry Highway north of Van Dyke Road to Interstate 275 a half-block north of Kennedy Boulevard.

Bertossa said design work on the expressway divided among seven firms continues on schedule and 30 percent of the work should be done next month. When 30 percent of the design work is done, the authority can file a right-of-way map with the Hillsborough Circuit Court Clerk to prevent property owners along the route from developing their land. The victim, 20-year-old Glenn Robert Denmark, 2219y2 E. Durham was fatally shot on the night of Oct. 31 when he returned home from a date with Martinez's ex-girlfriend.

Martinez turned himself in to police the next morning. Man charged in assault TAMPA A man has been arrested and charged with aggravated assault and false imprisonment after forcing a woman into his car for a 24-hour trip toward Miami. According to the Hillsborough County Sheriffs Office, Luciano H. Perdomo, 27, of 3418 Aileen was arrested Saturday night at his home, said Lt. A.J.

White. The suspect is accused of forcing Rosie Garcia, 22, of 7206 Coolidge into his car and holding her against her will for 24 hours, White said. During the course of the day, the man threatened Garcia with a .357 Magnum, White said. The suspect forced Garcia into his. car as she tried to leave the home of a friend, Marilyn Diaz, of 4412 Fern White said.

"They had broken up and he wouldn't accept it," Diaz said Sunday. "Apparently he must have followed her because he doesn't know where I live and he parked at a neighbor's. When sheriffs officers arrived at Perdomo's home, he was arrested and his gun confiscated, White said. The suspect was released from the Hillsborough County Jail Sunday after posting a $7,500 surety bond. Phony policeman sought BRANDON The Hillsborough County Sheriffs Office is looking for a man who masqueraded as a plainclothes policeman this weekend and abducted and sexually assaulted a 23-year-old woman here.

The suspect is described as black, 38 years old, 5-foot-8 and driving a red Mazda pickup truck with silver, black and white stripes. According to police reports, the victim was abducted from her vehicle about 4 a.m. Sunday on Wheeler Road. She then was taken from the Dohle Road area and sexually assaulted near a lake in the Leonard Road area just north of Wheeler Road. Death called overdose RUSKIN An 18-year-old man was discovered dead Monday morning by his mother after what appears to have been an accidental overdose of medications prescribed for drug abuse.

David Wade Hedlund of 3434 Shell Point Road was pronounced dead at 7:27 a.m. at Sun City Hospital, according to the Sheriffs Office. His mother Jean told the Sheriffs Office her son couldn't remember how much medication he'd taken and went to sleep at 2 Monday morning. Hedlund had moved from his father's home in Minnesota and was a student at East Bay High School, his mother told the Sheriffs Office. The Sheriff's Office has not determined what drugs were prescribed or how much of the chemicals were in his body.

The case has been turned over to the Medical Examiner's Office, according to Lt. S.R. Doss, and an autopsy will be performed. 2 suspected in robberies BRANDON Police suspect the same two men robbed two convenience stores Sunday. Two men entered the stores a Texaco station at 6201 N.

43rd St. and a 7-Eleven at 5002 E. Sligh Ave. with one demanding cash while hiding his hand inside his jacket. "Both times they had their hands in their pockets," said sheriffs Deputy J.D.

According to police reports, 7-Eleven was robbed at 1:10 p.m. and Texaco was robbed at 10:25 p.m. One man entered the Texaco station, asked for cigarettes, put his hand in his pocket and told the clerk to open the register and turn over all the money. Miller, 56, joined Tampa City Council Chairman Tom Vann and county sheriff's Deputy Gary Hog-sten in a campaign for Commissioner Pick Talley's at-large commission seat.

Talley announced in the fall that he won't seek re-election in November. Miller, president of the Council of Northwest Civic Associations representing 44 civic and homeowner groups, said he decided to run because his name kept cropping up in discussions about candidates. Miller lives in Commissioner Pam Iorio's district, and Iorio is also up for election this year. Miller said he saw no point in running against her. Jim Miller joins two other Democrats seeking the District 6 commission seat.

SPOTO, 78, of Crystal Springs, formerly of Tampa, died Saturday. A native of Tampa, he had been a resident of the Tampa Bay area for 50 years, moving to Crystal Springs. He was a dairyman, a member of West Coast Milk Association, Tampa Independent Farmers Association, and a former Farm Bureau director. He was a member of Sons of Italy, St. Joseph's Catholic Church, and was a supporter of Florida Sheriffs Boys Ranch.

MELVIN LOUIS GUNTER, 46, of Tampa, died Sunday of natural causes. He was a lifetime resident of the Tampa Bay area. He was a warehouse fork lift operator, a Baptist and U.S. Navy veteran. He is survived by two daughters, Susan Connell of Clearwater and Tina Gunter of Tampa; two brothers, Wayne and Ronnie, both of Tampa; and his mother, Mary Wharton of Tampa.

CURRY, 74, of Tampa, died Sunday. A native of Key West, he had been a resident of the Tampa Bay area since 1979. He was the retired owner of Curry Appliance Repair and an Episcopalian. A native of Chicago, 111., he had been a resident of the Tampa Bay area since 1969. He was a security worker and a life member of Veterans of Foreign Wars No. 424. ROSS W. ROBINSON, 70, died Sunday. He had been a native of Minnesota and a winter resident of Tampa. He was a farmer. He is survived by his wife, Elaine of Minnesota; a son, Steve of Minnesota; and three daughters, Roasalle Archer, Linda Alretz and Margie Robinson, all of Minnesota; nine grandchildren; and three great-grandchildren.

SCHMIDT, 86, of Brandon, died Sunday. A native of Germany, she had been a resident of the Tampa Bay area for less than a year, coming from Deland. PETERS, 68, of Tampa, died Sunday.
