I would like to see more rural representatives for Woodbury County. i What is the biggest challenge facing Woodbury County? How would you solve it? The on-going controversy between city and county officials is putting stress on better government benefiting taxpayers. I would strive for better communication and compromises on both parties for the benefit of taxpayers. would you solve it? Taxes are the biggest problem facing Woodbury County.

If I am elected, I would try to hold down the taxes. I would budget more money for important things like roads and bridges in all of Woodbury County. Richard R. CEO Schwartz Farms, vice president of Providing needed services on a fair and equitable basis at the lowest tax asking that is possible. This means ridding ourselves of wasted tax dollars, ending the deception of the public with falsely worded budgets, providing honest expenditures each year openly so that citizens could understand and complain about spending that we could get along without.

I am a lifelong resident of Woodbury County and graduate of Pier son High School, Real Estate School at N.B.T. and (five years); chairman of the Woodbury County Solid Waste Agency (four years); chairman of the Third Judicial District Advisory Board of the Department of Corrections (5 years). The latter is a 16-county member board. I am presently a member of County Finance Committee, appointed by the governor of Iowa. Also, the board representative involving Woodbury Homestead which was formerly the Woodbury County Care Facility.

What changes would you like to see made; in the structure and operation of county government? The present structure of county government does provide for efficient government at the county level. However, recent action by the legislature could have an impact on some changes such as combining some county offices. I see this as being good for some of the more rural, less populated counties. I am interested in seeing cooperation between the city governments in the county continued and expanded in certain areas such as emergency services, including ambulance and other health support situations. What is the biggest challenge facing Woodbury County? How would you solve it? (1) The state and federal governments mandate onto local governments duties and services to be performed locally without providing money to implement these programs.

We must find a way to keep these situations from being at the expense of the local property taxpayer. (2) Economic development is a great challenge facing Woodbury County. We need to encourage economic development which will be stable and far reaching. CleoA. A proven record of leadership having served as president of roads, bridges and maintenance.

Government of the people, for the people, and by the people can get the job done. Charles A. Graduated from Trinity High School.

Lived and worked in Sioux City until 1968, when I moved to Sergeant Bluff to farm. Have been active in county for 40 years. Served as Drainage Trustee for 28 years on Garretson Ditch and 12 years on Farmers Drainage Ditch. What changes would you like to see made in the structure and operation of county government? Better representation to all people of county, both urban and rural without dividing factions as they are now. What is the biggest challenge facing Woodbury County? How would you solve it? To get full value for each dollar spent.

This calls for careful budgeting and to stay within that budget. Royce E. Miller Address Rural Route 2, Anthon Occupation: Farmer What are your qualifications for this office? I have been running the family farm for 15 years and have served on the church board of trustees for four years. I have been involved in 4-H with my children and also as a member of the Woodbury County Pork Producers for four years. What changes would you like to see made in the structure and operation of county government? If I'm elected, I will do my own checking into the problems of the people in the city and county.

Also that the supervisors check into complaints made by the districts that they serve. What is the biggest challenge facing Woodbury County? How 0ft 'W What changes would you like to see made in the structure and operation of county government? Any structure change should take an in-depth study over a period of time. The number one change in the operation is to make Woodbury County more efficient. To keep a watchful eye on all levels to make the precious tax dollar go as far as it can be stretched and still do the best job possible for the citizens of Woodbury County. What is the biggest challenge facing Woodbury County? How would you solve it? Taxes and bureaucratic growth.

The biggest burden is property tax. A supervisor should take a long hard look at different ways to come up with tax relief. I would work hard to put a hold on county government growth and hold taxes to at least present levels. This would not stop any county services and as there is an inflation increase each year this would be tax relief over a period of years. President of Woodbury County Farm Bureau. Expe-r i business man, farming 1,000 acres of land. Conservative watchdog of tax dollars. Leader in fairness for fair representative district plan. Leader in ap- pealing a bloated county budget.

Past president of County Pork Producers. At; tended Iowa State University. Pledged to hold line on property taxes. What changes would you like to see made in the structure and operation of county government? An attitude of responsiveness to taxpayer concerns, upgrading county administration to higher professional standards, adoption of policy that would allow taxpayers to approve multi-million dollar projects like the law enforcement center, creation of a citizens study committee made up fairly from all parts of Woodbury County and made up fairly of taxpayers from labor, farmers, small town and big town mayors and officials, blue collar, white collar, the poor, the rich, the mighty and most important, the meek. What is the biggest challenge facing Woodbury County? How would you solve it? Woodbury County Labor Council, chair- man of Sioux City Youth Commission, president of Machinist Local 1426, District Lodge vice president, chairman of the board and president of Borea Heights Association.

Candidate for Iowa Legislature. Able to communicate with all levels of individuals, rich and poor, young and old, male and female. What changes would you like to see made in the structure and operation of county government? I would create a labor pool in courthouse. I would like to see our property taxes reduced to levels to match actual valuation. I would also move to use prisoners in the county jail for county and city beautification in an attempt to get them ready for work.

This would make them know when they break the law what happens. What is the biggest challenge facing Woodbury County? How would you solve it? Lack of tax base to support excessive spending. Losing too many young people which makes it impossible to support a broad structure like is in place. Charles H. Solomon Address Rural Route 2, Box 100, Sioux City Occupation: Self-employed What are your qualifications for this office? I have lived and paid taxes in Woodbury County 44 years.

I also have served two years on Concord Township School Board and six years on Lawton-Bronson School Board. What changes would you like to see made in the structure and operation of county government? aVd Richard Sturgeon Address: 4415 Garfield Sioux City Occupation: Paralegal-legal assistant What are your qualifications for this office? I have been actively representing people for all areas of Woodbury County for over i years as tne directing business representative for the Machinist Union and as a workers advocate. I believe I have a good understanding of the needs of the voters of Woodbury County. I have served on the boards of directors of several organizations in the Siouxland area. What changes would you like to see made in the structure and operation of county government? State lawmakers have now given us several different options for reorganization of county government.

We should examine all of these options to see if we can improve on what we have. I would caution though that I would not be in favor of any change that would remove county government from the voters' direct control. We have to remember that the county government is a service organization. We can't sacrifice the services. What is the biggest challenge facing Woodbury County? How would you solve it? There are several challenges facing Woodbury County.

We should increase our efforts to foster cooperation between the many government bodies in Woodbury County. I would be in favor of creating a functional committee of mayors, school board members and the like from all areas of the county. I would be' very interested "in creating an economic development office to help foster new development (industrial, commercial, residential) in all areas of the county. of pandas Auctioneer School at Mason City, Iowa. I served with the Army Air Force during World War II. I have owned and operated Herbold Auction and Realty for 30 years at Lawton. What changes would you like to see made in the structure and operation of county government? I would like to see the Board of Supervisors go back to the basics and be more accountable to all of the people of the county. Keep the decision-making in the hands of the board members who were elected by the people with an open ear to the people of the county. In other words, "An open door policy." What is the biggest challenge facing Woodbury County? How would you solve it? To meet the necessary needs in the county but do this with good judgment and integrity, keeping in mind, at all times, the cost which is borne by the taxpayers of Woodbury County.

All major decisions should be put to vote of the people of Woodbury County. Keep the people informed and involved and you will get more cooperation. Donald L. Lawrenson Address: 4058 Adams Sioux City Occupation: Owner of Lawrenson's Veterinary Supply Co. What are your qualifications for this office? Qualifications for the office include more than seven years expe rience on the Board of Supervisors with a working knowledge of county government.

I have served as chairman of the Board of Supervisors presently chairman of the SIMPCO Board of Directors lands of northwestern Sonora and Sinaloa states are also drying up due to the almost yearlong drought there. Sonora Gov. Rodolfo Felix Valdez announced last week the suspension of the fall planting season because of lack of water in the Ruiz Cortines reservoir and an emergency employment plan to put farm laborers to work repairing roads and canals and clearing land. "Northwestern Mexico is weathering one of its worst droughts in 20 years," said Hector Cordova, Agriculture Department spokesman in Mexico City. The drought also has hit some parts of central and southern Mexico.

Barren pastures in the sprawling states of Sonora, Chihuahua and Coahuila on the U.S. border are forcing beef producers to buy thousands of tons of alfalfa and other feed to sustain cattle that usually would be put out to graze. Milk producers who buy feed even in normal years are finding the cost skyrocketing each week as competition for the scarce alfalfa heats up. 1 China will restrict its lending Northern Mexico drought kills cattle by thousands There are fewer than 1,000 pandas living in the wild, all in remote areas of southwest China. About 60 pandas live in Chinese zoos.

In recent years, the Association of Zoological Gardens has loaned pandas to zoos in North America, Europe and Japan. The zoos, assured of increased revenues from the popular animals, have paid China $500,000 and more for the right to borrow a panda pair. The World Wildlife Fund and the American Associa: tion of Zoological Parks and Aquariums last month asked a U.S. district court to halt shipment of two giant pandas who were to be put on display in Toledo, Ohio as part of the city's 150th anniversary celebration. The court rejected the suit.

BEIJING (AP) The Chinese government has announced new regulations restricting the lending of giant pandas to foreign zoos, the official Xinhua News Agency said Saturday The move comes in response to environmentalist claims that China is profiting from foreign exhibits of the endangered species. The Chinese Association of Zoological Gardens ruled that only non-commercial exhibitions will be allowed and that no foreign companies will be allowed to profit from showing the animals, Xinhua said. Foreign zoos holding exhibitions will have to contribute funds or technical assistance to the association for protecting pandas and other rare animals, it said. Foreign exhibitions must also be approved by the Chinese government. many civic and community organizations, including Jaycees, Ser-toma, Board of Realtors and Ambassadors Club.

What changes would you like to see made in the structure and operation of county government? A committee to further cooperation with the city and the school board to encourage joint purchasing, joint computers and better utilization of people and equipment. What is the biggest challenge facing Woodbury County? How would you solve it? Holding the line on taxes by inaugurating the concepts and ideas mentioned above and by seeking advice from both rural and urban residents. May, usually a good month for rain in eastern Chihuahua and western Coahuila, didn't bring a drop this year. In Chihuahua and Coahuila states, farmers who work nonirrigated land are foregoing the current corn-planting season in the hope that June brings rain and favorable bean-planting conditions. In Nuevo Leon on the northeastern border with the United States, cattle are dying in unsuccessful attempts to jump ditches in search of water and fields are dried out.

Residents report drinking water supplies are precariously low in some poorer areas, but the drought has not reached a critical stage in homes. Several thousand cows have across the north died because grass remaining in the pastures lacks vitamins and proteins, the cattle are walking too far for water or they're eating toxic herbs, ranchers said. "We're looking at a very ugly situation," said Teofilo Anchondo, a farmer and cattle producer on a communal farm just outside this Chihuahua state capital. "Our animals are very skinny and a lot have died," said Anchondo, who has lost eight of his 50 cows to the drought in recent weeks. The semi-arid north averages only 10 to 12 inches of rainfall a year and estimates on the current season average about half that, although some ranchers say the situation is even worse. About 3,000 teachers, doctors, engineers, journalists and women's groups joined the march in the capital after a rally outside Dhaka University. They carried banners reading, "We do not accept state interference in individual's rights," "Ershad must go" and "No politics with religion." Ershad's government on May 11 proposed a constitutional amendment that would make Islam the state religion.
