The Sioux City Journal, Tuesday, March 10, 1 987 A2V Positions Wanted 39 Dad charged in fire deaths of five kids Theiright is reserved to the County to call and rt0era all of the said Bonds maturing in the '996 to 2001. inclusive, prior to maturity, in whole or from time to lime in part in one or more units of $3,000, in inverse order of their maturity (and within a maturity by lot), upon terms of par and accrued interest on June 1, 1995, or on any interest payment date thereafter. Bidders should specify the rate or rates of interest and amount of premium or discount, if any, and all other conditions being equal, preference will be given to the bid which specifies the lowest net interest cost to the County for Purchase price of less than $7,495,000 will be accepted. There is no limit on the number of rates bid, hut all principal maturing on the same date must hrar interest at the same rale. Each interest ralr specified must be in a multiple of 120 of 1.

No rate bid on any given maturity may exceed Ihr rate bid on a subsequent maturity. The County reserves the right to reject any or jII bids and to waive irregularities in any bid. Printed Bonds in fully registered form and Unapproving opinion of Belin Harris Helmirk. Attorneys, Des Moines, Iowa, will be furnished hv the County. Unless the purchaser requests olhi-r-wise within 15 days after the date of sale, the Bonds will be issued in $5,000 denominations, showing the purchaser as the registered owner thereof.

The Bonds will be delivered against full pavment in cash or immediately available funds at anv t'i-ty within the Continental United States within 40 days after the date of sale without expense to the purchaser. A certified check or cashier's check drawn on a solvent state or national bank payable to the order pf the County in the amount of $76,400 must be furnished by Didders as a guarantee of good faith, this amount to be forfeited to the County by the successful bidder upon failure to take up and pay for the Bonds when ready The successful purchaser will be required to provide certain information relating to the inital offering prices and sales of the Bonds necessary to compute the yield on the Bonds pursuant to the 1986TaxCode. The cost of printing the Bonds will be borne by the County. It is anticipated that CUS1P numbers will be printed on the Bonds, but neither the failure to print such numbers on any Bond nor any error with respect thereto shall constitute cause for failure or refusal by the purchaser therof to accept delivery of and make payment for said Bonds. The County will designate a suitable bank as the Registrar and Paying Agent for the Bonds.

These bonds are being issued pursuant to the provisions of Chapters 331 and 76 of the Code of Iowa, and will constitute general obligations of the County, payable from taxes levied upon all the taxable property in the County without limitation as to rate or amount. (AP) The father of five children who died in a fire at Wakpala March 1 has been charged with involuntary manslaughter. U.S.

Attorney Philip Hogen said Monday that Sylvan George Beautiful Bald Eagle was indicted on the charge by a federal grand jury Friday, after an investigation by the Federal Bureau of Investigation, state fire marshal and the Bureau of Indian Affairs. Bald Eagle is accused of neglecting his children by leaving them alone in their house on the day of the fire at the Standing Rock Indian Reservation. Evan Bald Eagle, age twins, Kara and Kristelle, age Sandra, age 20 months and Sylvan George Bald Eagle, age one month, died of carbon monoxide poisoning, Hogen said. The investigation is continuing into circumstances of the fire, and the state fire marshal's report has not been released by the U.S. attorney's office.

The fire was discovered about 4:15 a.m. and was extinguished by neighbors who first threw snow on it and then got water from a fire hydrant. The children were found about 15 minutes later in a bedroom of the three-room house. Neither Bald Eagle, nor the children's mother, Rosella Bird Horse, were home with the youngsters at the time, authorities have said.
