St. Igiiace Ed Board Discusses Possible Merger With Mackinaw ST. IGXACE The St. Ignace Board of Education, meeting in special session Thursday, discussed reorganization with the Mackinaw City School and whether the township students should be allowed to continue TO attend LaSalle High School. Superintendent David Blomquist was requested to set a meeting date with the Mackinaw City Board of Education to discuss the possibility of the St.

Ignace School District consolidating with Mackinaw City. Board President James Brown said telephone conversations he has had indicate there is an interest in Mackinaw City in consolidating with the St. Ignace School District. He explained that the Mackinaw City school would send its high school students here and the school there would become a middle school for the sixth through the ninth grades. He said thought arrangements could be made with the state for the school buses to cross the bridge at a reduced rate.

In discussing tuition students, Brown stated that the Board's primary obligation is to the St. Ignace residents. He said the taxpayers should be given the whole picture and they could decide if they want to continue to pay extra money to allow the township students to attend LaSalle. He added that the tuition students who participate in the vocational educational program at the Sault do so at additional expense to the St. Ignace taxpayers.

11 was suggested that Superintendent Blomquist prepare a cost analysis and this information be made available to the citv residents, after which a public meeting would be held and the citizens could then voice their opinions and ask questions. The board members agreed there would be no action taken until the matter, had been thoroughly investigated and nothing would be done this year as plans for the 1972-73 school year have already been completed. If, after studying the matter from all angles, it should be decided not to continue taking the township students in, the schools involved would be given several months' notice. Brown said that the Board has always considered th- welfare of the tuition students and he pointed out that the city taxpayers have been good to the township taxpayers for many years. Before adjourning the Board took action on routine business matters.

Roth To Issue Injunction To Prohibit Firin Of Teachers DETROIT (AP) Backing up his desegregation order, U.S. District Judge Stephen J. Roth said he will issue a preliminary injunction today forbidding firing of 1,548 teachers by the Detroit Board of Education and reducing the school year by one-third. "It is the state's obligation to provide education in the desegregation Roth said Thursday, "and this obligation cannot be discharged with both staff and the school year reduced." The Detroit Federation of Teachers (DFT) made a motion before Roth to halt the firings and proposed class-day reductions. The Detroit School Board took no stand, although it had attorneys at the hearing The DFT's motion was supported by the NAAOP.

An $88 million deficit is anticipated by the Detroit school district next year, officials have said. Michigan Assistant Atty. Gen. Eugene Krasicky argued that implementation of the order, which could be reversed on apr peal, -would cause irreparable damage to the state, largely because of the high cost of putting the order into effect. Atty.

Gen. Frank Kelley has asked an immediate U.S. Supreme Court review of Roth's finding that Detroit-area schools are segregated by law, but the high court is not expected to take up the case until it reconvenes in October. Appeals also are pending before the 6th U.S. Circuit Court of Appeals in Cincinnati.

In other action Thursday, Roth expanded the panel drawing up the desegregation plan to 11 members. He added DFT President Mary Ellen Riordan and a representative to be named by the 'Michigan Education Association. DFT represents all teachers in Detroit public schools while the MEA is the collective bargaining agent for teachers in many suburban districts. The case involving segregation in Detroit-area schools was initiated two years ago by Louis Lucas, attorney for the NAACP, who has said that "irreparable harm" would be suffered by school children required to spend another semester or year in segregated schools. Roth ordered a desegregation plan on.

Minn. (AP) Northwest Airlines pilots went on strike early today in a contract dispute, halting service by the nation's seventh largest air carrier at the beginning of the July 4 holiday weekend. A pilot spokesman estimated some 50,000 to 60,000 passengers would be affected immediately. The pilots set up pickets at the Seattle and Minneapolis-St. Paul airports.

Secretary of Labor James Hodgson had urged the pilots and airline Thursday night to continue operation for at least 10 days while negotiations were resumed. But the pilots "re 1 spectfully declined" to comply. Northwest President Donald Nyrop had wired Hodgson that the airline was willing to go along with the request. He refused to comment on the pilots' refusal later to call off the strike. Negotiations, which had been broken off at midnight Wednesday, resumed Thursday nigHt, but were adjourned an hour and a half later.

No further negotiations were scheduled. Robert Rezanka of the pilots association said in a statement the decision to strike was reaffirmed after the negotiation session adjourned "with no progress whatever to report." The pilots' contract with Northwest expired June 30, 1971. Negotiations have been under way for 16 months. A 30- day cooling-off period ordered under provisions of the Railway Labor Act expired today. Rezanka said major issues in the dispute included hours of service, a demand that all flying be done by Northwest pilots and not subcontracted and grievance procedures.

Rezanka claimed Northwest pilots are paid 13 per cent below the average of major carriers in the industry, but maintained that that issue would be one of the easiest to resolve. Delay Peace Talks Today SIMLA, India (AP) Indian and Pakistani officials delayed their peace talks today and prime Minister Indira Gandhi's chief negotiator was hospitalized with heart palpitations. Helicopters brought a team of heart specialists to this foot-high Himalayan hill resort to treat D.P. Dhar, leader of the Indian team of officials trying to work out an agenda for talks between Mrs. Gandhi and President Zulfikar Ali Bhutto.

Dhar was stricken about 2:30 a.m. Doctors said there was no cause for anxiety, and Bhutto visited him for about 10 minutes. Dhar is chairman of the Foreign Office's policy planning committee, and his illness was s. personal blow to Mrs. Gandhi.

She had relied heavily on his advice on foreign policy in the past year, and he headed the Indian delegation which arranged with the Pakistanis to hold the Simla summit. At the last Indian-Pakistani summit, in the Soviet Union in 1966, Prime Minister Lai Bahadur Shastri of India died of a heart attack a few hours after he signed a declaration with Pakistani President Mohammed Ayub Khan agreeing to settle all future disputes peacefully. (AP) A city of olive-drab tents capable of housing, feeding and equipping at least one Army battalion has sprouted 25 miles from the site of the Democratic and Republican national conventions. Soldiers from the Army Corps of Engineers were laboring Thursday to erect portable latrines, sleeping quarters and mess tents near the end of a runway. Also in plain view were armored personnel carriers parked in wheel-touching precision and sporting such names as "Catch 22" and "Confusion." No weapons were mounted on them. The engineers from Ft. Stewart, were the only troops in evidence at the base where President Nixon lands in the Spirit of '76 on his Florida vacations.

An officer who asked not to be identified said the tents would remain empty for the time. Another said the tent city was merely "a preparation thing. If and when troops are requested to come in, these facilities wiH be ready to receive them." Lt. Col. Nancy Johnson, public information officer at the Pentagon, said Thursday night no final decision has been made on any troop movement to the Miami area.

She said, however, that a June 21 memo stated "the Department of Defense is making appropriate preparations to pre-position or locate at an appropriate time in the Miami area." Officials in Miami Beach have been planning on a force of 3,000 National Guard troops and 1,000 police officers with regular Army soldiers to be available on a standby basis. Dr. Max Euwe, the world federation president and veteran Dutch grandmaster, said Thursday night that if the 29- year-old American fails to appear Sunday for the start of the world chess' championship in Reykjavik, Iceland, he stands to lose his rights to play for the world title "hot only this time but perhaps forever." Fischer was seen Thursday night at New York's Kennedy airport, but Icelandic Airlines said he did not board its flight to Reykjavik. When newsmen tried to question him, his bodyguards fended them off. The next flight from New York to Iceland is tonight.

But Fischer in the past has refused to fly on the Jewish Sabbath, between sundown Friday and sundown Saturday. Informed sources in Reykjavik said that Fischer informed the Icelandic Chess Federation that he wouldn't play unless he got 30 per cent of the gate receipts. This would be in addition to his share of the 5125,000 purse and 30 per cent of the receipts from the sales of television and fUm rights already agreed to. The Icelandic federation was reported seeking a compromise in negotiations with Fred Cramer, former president of the American Chess Federation, who is acting as Fischer's advance man. The Icelanders said they have already spent about on preparations, and if they meet Fischer's demand they can't break even.

The gate receipts probably will be considerable. Matches will be played three to six days a week in a sports palace with seats at S5 each. And the series is expected to last two months. Euwe said he didn't expect the Icelandic Chess Federation to meet Fischer's demand. He added that it would have grounds for legal action against the American challenger if he didn't show up Sunday.

"I don't like Mr. Fischer in our chess world," said Euwe.
