16 FfMpprt (III.) Journal-Standard, Monday, August 5, 1974 Deaths And Funerals Stockton Bride-Elect Elizabeth Fair Livestock Control William N. Heer ELIZABETH Funeral service (or Wiliam N. Heer of Elizabeth, who fanned in Derinda Township, Jo Daviess County until retiring, was held this afternoon in Trinity Lutheran Church, Derinda. The Rev. Arthur Dumins, pastor of St.

John's Lutheran Church of Massbach, officiated. Burial was in Trinity Lutheran Church Cemetery. Mr. Heer died Saturday morning in Elizabeth Nursing Home where he resided for the past four months. He was Derinda Township clerk for many years and a former agent for Jo Daviess Mutual County Fire Insurance Co.

Born Sept. 29,1877, in Derinda Township, he was the son of George and Margaret (Beck) Heer. On April 16, 1903, he married Mary Randecker in Derinda. She died Nov. 17, 1967.

Surviving are a son, Raymond of Elizabeth; a daughter, Mrs. Henry (Irene) Windisch of Clinton, Iowa; two grandchildren; five great-grandchildren; and two sisters, Mrs. Sarah Campbell and Mrs. Carrie Ellinor, both of Hanover. He was preceded in death by five brothers and a sister.

Frank W. Orsted OREGON Frank W. Orsted of rural Oregon, who was employed by the E. D. Etnyre Co.

for the past eight years, died Sunday in KSB Hospital, Dixon, following a brief illness. He was a member of the East Side Chapel of the Church of God here. Born May 4, 1912, in Nashua Township, Ogle County, he was the son of LegarNotlces OFFICIAL PUBLICATION NOTICE OF PROPOSED CONSTITUTIONAL AMENDMENT Pursuant to law in such case made and provided, public notice is hereby given that the following proposed amendment to the Illinois Constitution will be submitted on a separate blue ballot to the electors of the State of Illinois for adoption or rejection at the General Election to be held on November 5, 1974. ARTICLE IV THE LEGISLATURE Section 9. Veto Procedure (e) The Governor may return a bill together with specific recommendations for the correction of technical errors or matters of form to the house in which it originated.

The bill shall be considered in the same manner as a vetoed bill. If, however, the specific recommendations are accepted by a record vote of a majority of the members elected to each house, the bill shall be presented again to the Governor and, if he certifies that the acceptance conforms to his specific recommendations, the bill shall become law. If he docs not so certify, the Governor shall return it as a vetoed bill to the house in which it orjginated. SCHEDULE This amendment of Section 9, paragraph (e) of Article IV of the Constitution is effective for each session of the General Assembly newly convening after its adoption by the electors of this State. Harmon (Alma) Stone of Oregon and Mrs. Carl (Hazel) Cornstock of Anaheim, Calif. He was preceded in death by his parents, two daughters, a son and a brother. Funeral service will be at 2 p.m. Wednesday in Farrell Funeral Home.

The Rev. Tim New, pastor of East Side Chapel of the Church of God, will officiate. Burial will be in Riverview Cemetery. Friends may call from 7 to 9 p.m. Tuesday at the funeral home.

A memorial fund has been established for the Heart Association. Mrs. Howard Guilford PECATONICA Mrs. Howard (Mildred Guilford of Pecatonica, who was a clerk in Perley Dry Goods Store here for many years, died Saturday morning in Rockford Memorial Hospital following a brief illness. She was bom Jan.

3, 1891, in Pecatonica, daughter of Mr. and Mrs. Benjamin D. Perley. On March 6, 1912, she was married to Howard Guilford in Pecatonica.

Surviving are a son, Richard of Albuquerque, N.M.; and two grandchildren. She was preceded in death by her husband and a brother. Funeral service will be at 1:30 p.m. Thursday in Knapp Funeral Home, Pecatonica. The Rev.

R. H. Hosto, pastor of First Congregational Church here, will officiate. Burial will be in Pecatonica Cemetery. Friends may call from 7 to 8 p.m.

Wednesday at the funeral home. Mrs. Charles Cavanaugh ROCKFORD Mrs. Charles (Laura Cavanaugh of Rockford died Saturday night in Decatur Memorial Hospital following a short illness. Mrs.

Cavanaugh, operator of the Illinois Hotel in Rockford for many years before retiring, had lived about 40 years in Rockford, moving there from Freeport. She was a member of St. Paul's Lutheran Church, Rockford, and the church's Golden Age group, Rockforld Lutheran High School Women's Auxiliary and Republican Women's Club. She was born April 8, 1892, in Freeport, the daughter of Mr. and Mrs.

Charles Holsinger. She was married to Charles L. Cavanaugh in Freeport. Surviving are a daughter, Mrs. Charles (Marjorie) Hughes Jr.

of Decatur; a son, Charles W. of San Juan, Puerto Rico; four grandchildren; and two sisters, Mrs. Emma Loewe and Mrs. Helen Baxter, both of Freeport. Her husband and a grandson preceded her in death.

Memorial service will be at 10:30 a.m. Tuesday in St. Paul's Lutheran Church, and graveside service will be at noon in Oakland Cemetery, Freeport. Friends may call from 7 to 8 tonight at Burpee-Wood Funeral Home, Rockford. A memorial fund has been established for the church.

Virgil L. Nehrkorn SAVANNA Virgil L. Nehrkorn of Savanna, who was a yardmaster with Railroad before retiring, died Sunday morning in his home. He was a past member of Savanna High School Board of Education, and a member of Burlington Northern Veterans Association and Savanna Moose Lodge. Born Jan.

23, 1915, in Savanna, he was the son of Howard and Violet (Helbling) Nehrkorn. Surviving are his widow, the former Louise Talbott; two sons, Melvin of Milwaukee, and William of Mequon, five grandchildren; three sisters, Mrs. William (Henrietta) Hansen, Mrs. Michael (Marilyn) Cravatta and Mrs. George (Vera) Handel, all of Savanna; and five brothers, Leo of Grand Rapids, Dr.

Walter Nehrkorn of Lanark, Wilmer of Alexandria, and Donald and Charles, both of Savanna. He was preceded in death by his parents and a sister. Funeral service will be at 11 a.m. Tuesday in Law-Jones Funeral Home, Savanna. The Rev.

T. S. Cleworth of Milledgeville, will officiate. Burial will be in Savanna Township Cemetery. Friends may call this afternoon and evening at the funeral home.

Mrs. William Graham HANOVER Mrs. William (Lucille) Graham of Hanover, a member of Hanover Royal Neighbors of America, died Saturday in Galena Hospital following a brief illness. She was born May 14, 1901, in Browerville, daughter of Raleigh and Louella (Sandborn) Murphy. On May 24, 1921, she was married to William Graham in Marshalltown, Iowa.

Surviving are her husband; two brothers, Robert G. of Hanover and Erwin of Sauk Centre, and three sisters, Mrs. Joe (Betty) Flies and Mrs. Arthur (Edna) Sisler, both of Thomson and Mrs. Harry (Ellen) Wilson of Marshalltown.

She was pre- ceded in death by her parents, four brothers and a sister. Funeral service will be at 10 a.m. Wednesday in Nadig-Law-Jones Funeral Home, Hanover. The Rev. Ralph Walters, pastor of Hanover United Presbyterian Church, will officiate.

Burial will be in Evergreen-Cemetery, Hanover. Friends may call from 3 to 5 and 7 to 9 p.m. Tuesday at the funeral home. Mother Held (Continued from page 1) shake the infant causing the baby's head to be shaken back and forth and then "dropped her in the crib." Later in the morning of April 1, after taking Mrs. Waite to work, Oilman looked in on the infant and found "the child limp" and its "breathing labored." Sisler said when the infant was taken to the hospital, Oilman told officials the child had fallen down the steps.

Oilman also testified before the Grand Jury that in discussing the situation with Mrs. Waite at a later time, he agreed to maintain the story to protect Mrs. Waite. The infant died in a Rockford hospital one day after receiving the injuries. An investigation following her death ruled that death was due to severe head injuries.

After accepting Oilman's guilty plea to the obstructing justice charge, Judge Laughlin ordered a presentence investigation and set a sentencing hearing of Sept. 3 at 1:30 p.m. Judge Laughlin, upon a request from Oilman's attorney, reduced Oilman's bail from $10,000 to $5,000. Mrs. Waite was employed at Micro Switch as an assembler from January 1974 to April 11, when she quit and went back to her former home in Bath, N.Y., according to company records.

She returned to employment with the firm on June 17 and was working there at the time of her arrest. Accident Halts Traffic Signals At Busy Corner Normal traffic control at one of the busiest intersections in Freeport was disrupted late Sunday morning when a semi-truck knocked over a traffic light. The mishap at W. Stephenson St. and West Ave.

stopped the traffic lights and forced police to place portable stop signs for Stephenson Street traffic. The truck involved in the accident was driven by Laurence H. Marty, Browntown, police said. Damage to the traffic installations was estimated at $500. Country Club Has Interim Manager Edward Vorlander, retired Micro Switch president, has assumed duties as interim manager of the Freeport Country Club.

He succeeds Donald Matties, who left at the end of July after holding the position for 18 months. No decision has been made at this point about the future managerial responsibilities, according to John Schoenberger, club president. Daily Record Bankruptcies Roger F. Geeser, Rockford, filed a bankruptcy petition in Federal Court here alleging liabilities of $26,268.10 and assets of $22,402.95. He is unemployed.

Michael L. Hupp, Fulton, filed a pe- alleging liabilities of $14,706.67 and assets of $7,400. He is a laborer. Mark E. Whittaker, Rockford, filed a petition alleging liabilities of $5,200 and assets of $225.

He is employed by Rockford Products Corp. Henry Box Rockford, filed a petition under the wage earner's plan, alleging liabilities of $2,500 and undetermined assets. Charles B. Adee Rockford, filed a petition under the wage earner's plan, alleging liabilities of $1,502 and undetermined assets. Wanda J.

Krayenborg, also known as Wanda J. Cook, Rockford, filed a petition alleging liabilities of $4,347.85 and assets of $566.71. She is employed by Amerock Rockford. Gerald J. and Nancy E.

Albert, Rock Falls, filed a joint petition under the wage earner's plan, alleging liabilities of $3,190.53 and undetermined assets. Phillip C. and Mary L. Threadgill, Capron, filed a joint petition under the wage earner's plan, alleging liabilities of and undetermined assets. Miss Cindy Blair was hostess at a miscellaneous shower where bridal games were played and prizes were awarded to the bride-elect.

Norma U'Ren was cohostess. Mrs. Joanne Arnold, Freeport Route 5, was hostess at a miscellaneous bridal shower. Guests brought their favorite recipes to give to Miss Blair. Miss Blair and Dale Arnold will be married Aug.

Dividend Declared MOUNT MORRIS The Board of Directors of Western Publishing today declared a 19 cents per share dividend on common stock, payable Sept. 16 to stockholders of record on Sept. 2. ELIZABETH Dates for the 1975 Elizabeth Community Fair were set at a public meeting of the fair board Thursday.

The dates for the 55th annual fair will be July 25 through 27, New members of the board will be elected at the Sept. 5 meeting. Larry Berlage, president, said a number of members who have served for many years have said they will retire from the board. Financial figures on this year's fair may also be available for the September meeting. Business Briefs Robert Flack, owner and operator of Flack Sewing Center, 16 W.

Main has been elected recording secretary of the Independent Sewing Machine Dealers of America. Copies of the revised rules and regulations for proposed livestock waste handling as written by the Illinois Pollution Control Board are available at county Extension Service offices in, the area. Letters concerning the regulations as now written may be sent to the state pollution control board through Tuesday. Only minor revisions were made following the statewide hearings last winter.
