Peter Klein, an account executive at the Tully-Menard advertising agency, said the younger skewing of Channel 28's audience combined with its relatively low rates may result in the station being to attract some advertising dollars away from radio stations. Although radio rates are generally less expensive, some time slots such as mornings when commuters listen to their radios as they drive to work are fetching up-; wards of $100 for a standard 60-sec-ond radio spot. Klein contends that one reason for the escalating radio rates is that advertising dollars are spilling over from sold-out TV stations.

"I think that a lot of radio stai tions get the (advertising) budgets they get because the availability is not there on TV," Klein said. "People will tend to increase1 their budgets," Newell said. As the choices grow, advertisers will be forced to grow more sophisticated in their promotional strategies. "We'll see better and better local advertising," Newell said.
