TERRITORIAL ACQUISITION. We learu from Colonel H. I. Thornton, that strong ttitions have been presented to the Legislature from tie settlers in the northeastern portion of Nye county, asking for the detachment of that portion of Nye county lying fast of the 39th meridian, nnd that it be attached to White Pine and Lincoln counties. It will be remembered that we UiJgested the justice and propriety of this change two or three weeks ago.

Tho settlers in the northeastern portion of Nye county are completely shut out from their comity seat by distance and rugged, almost impassable mountain ranges; but Pioche, in the south, and Hamilton in the north, are conveniently near, and good roads are established in both directions. The change would give to White Tine a large portion of the splendid agricultural of Steptoe, now rapidly filling up with permanent settlers, and the mining district of Patterson; and we would acquire some valuable farming country, now tributary to us in trade, nnd take within our boundaries the Silver Park mines destined to become import ant. The line of division between this county and White Pine, as at.ked for and proposed, would mn between Park and Patterson districts, nnd about an equal distance from each. We have no doubt the proposed change will be made, as the settlers of northeastern Nye county are the most interested in having it consummated, and nothing but selfish churlishness can prompt opposition to their desire from other portions of the county. A glance at the map will show the nbsolute necessity of making the change, if it is proposed to give the settlers between Lincoln and White Pine counties the benefits of a county government.

They are practically denied them under their present county organization. "CREDIT MOBILIER" WHAT IT MEANS. "Credit Foncier" is the general title in France for associations that advance money on lauded property; and Credit Mobilier applies to like associations which advance on movuble securities, such as railroads, steamboats, etc. The Credit Mobilier had its origin in 1852, aud controlled immense means. Its objects were; 1st.

To originate and con trcl great trading enterprises on the principle of limited liability; 2d. To buy up corporations, nnd substitute its own scrip fur their lands and shares; 3d. To carry on, on the limited-liability principle, the business of bankers and stock-jobbers. The Credit Mobilier was at first signally successful; three years from organization it declared a dividend of 40 per cent, on its capital. But its life depended on risks and the success of wild speculations, and it passed out of existence soon after declaring the first dividend.

The Chicago Tribune gives the political history of Credit Mobilier in America as follows; It was appropriated by Messrs. Oakes Ames, Duraut to serve as the party of the third part in the famous "triplicate agreement," by which the Union Pacific Railroad let out the contract for building the rosd to themselves, in payment for which they modestly took the road itself, all the United States bonds, nil the first mortgage bonds, all the United States lands, nt a profit of over 1,000 per rent, on an entirely fictitious capital. This is what Credit Mobilier" means in the modern American and Congressional use of the words. The title was not inappropriate.

The transaction was literally a Credit on Movables the United States Government furnishing the credit and the money, and Messrs. Ames Co, taking the movables that is, the securities and the profits. IMPORT AXT COXSOLID 1TIOX. The Salt Lake, Seveire Valley and Pioche Railroad Company and the Salt Lake and Tooele Valley Railroad Company have effected a consolidation, and we are now promised that the Hue will be completed and in running ordi-r from Salt Lake to within two years. We believe the promise will be fulfilled.

The consolidation carries with it, in gocd faith, all the capital aud personal influence of the two organizations. John W. Young will probably be the President of the new organization. His credit in Utah, so far as commending labor is concerned, is almost unlimited. He is said to Le distinguished for enterprise and busimss sinncity.

The Salt Lake Tribune says that about ten miles of grading are completed, and that the people of Grantsville, Tooele aud Pine Canyon have agreed to grade and tie the road from Black Rock to Stockton. From that point it will be pushed on southward with the greatest energy. This looks very encouraging for Pioche hiving railroad communication sooner than has been generally expected. Snow-bound. This morning's dispatches announce a general snow blockade along the Union Pacific Railroad the first detention of trains this winter.

Two relief engines, with snow-plows, were sent westward from Rawliugs, Wyoming, yesterday, to extricate, if possible, the blockaded trains. Still snowing hard eastward from Corinae when the dispatch was transmitted. Th Union Pacific Railroad Company say they will this year control the Montana carrying trade by steamboat connection with the Minnesota and Dakota division of the road. But they won't do so, nor will they control it the year after. The Utah Northern Railroad (narrow-gauge) will have that business until the Northern Pacific Railroad reaches the towns of Montana, Geoboe Lloyd, convict at Ban Quen-tin, accidentally killed himself, the day before he was to have been released, by taking an overdose of aconite for rheumatism.

His wife was on her way from San Francisco to receive him, jeyous in hope and expectancy, and arrived to find lm a corpse. t. SiniNo Bcll Killed. Sitting Bull, the famous Sioux war chief, was killed, a few days ago, at Fort Peck, while heli-ing himself to goods at the trading post there. He wielded a powerful influence over the Sioux Nation, and his voice was generally for war.

We believe his tragic end will make the frontiersmen on the Upper Missouri more secure in the future. In Yamhill cof.nty, Oregon, on the 7th instant, Benjamin Hasbrook, a farmer, and his hired man, caught thieves in the granary and tried to arrest them. A loaded shotgun had been left in the granary, with which one of the thieves shot Hasbrook, killing him instantly, and the third man was dangerously stabbed. Perpetrators unknown. A Good Law.

The bill requiring Sheriffs to advertise all real estate offered fur sal? under execution has passed both houses of the Legislature and received the Executive's signature. It is a good law. It went into force when signed by the Governor. Those interested in forced sales under judicial decrees will bear this in mind. CLIPPED AXD COXDEXSED.

Burglars are multiplying in Salt Lake City. Snow 12 feit deep at Little Cottonwood, Utah. The Arizona Indians around Date Creek are at last suing for peace. Utah ships three barrels of mineral specimens to tho Vienna Exposition. The Supreme Court of Idaho has decided the Sunday law to be constitutional.

Five thousand tons of granite were displaced in Placer county, Cal by a singlo blast. The Helena (Moutnua) smelting works are making a successful run on silver ore near that place. The first copper smelting works in Utah have just been put in operation, and promise success. S. H.

Goodman has been arrested in Salt Lake for forging orders on the Emma Silver Mining Company. The mines in Belmont District, in this State, are said to promise a better bullion yield than ever before. E. Percy, a San Francisco gambler, fatally stabbed Win. Meehnn, in a barroom altercation in that city.

Seven tons of smelt were received at Portland, 'from the Cowlitz river, Wash ington at one shipment. A valuable Eureka horse, beloncinc to a ninn named Whisler, killed himself by coming in collision witn a wagon. James T. Murphy, of San Jose, married a Sacramento lady, lived with her two weeks, and then ran away from her A company has been organized in Ore gon to build a narrow cause railroad from Isthmus slough to the Coquille river. The steamer Japan arrived at San Francisco on the 15th iustaut with smallpox on board.

The disease is said to be of a mild type. In Visalin, on the 11th instant, Walter T. Uznddie was shot and fatally injured, in a Spanish fandango house, by ueorge noages. The new Saturday rule of ten hours' work was complied with in Eureka District without trouble between employed and employers. A new coal miue is being opened about ten miles south of Seattle, Washington Territory, on Cedar river.

The vein is from ay, to 4 feet feet thick. Horse racers of Puebla, Istne a challenge to all the Territories to compete for a sweepstake prize of $500, at Denver, on the first of next May. The Montana papers are filled with local items about the incidents of buffalo hunting excursions. The lower valleys are filled with the shaggy herds, driven in by the deep snows. In sinking wells and shafts on tho hillside west of Petaluma, beds of oyster and clam-shells are found at a depth of fifty feet but none ore unearthed on the plain below.

The Argus thinks the earth thereabout must at some time been turned upside down and settled clown again wrong end foremost. The Stockton and Tulare Narrow Gauge Railroud Companv organized in Stockton (Cal.) on the 3d "instant, and filed their articles of incorporation. The capital stock of the company is divided into sixteen thousand shares of $100 each. The length of the road proposed to be built is 1GU miles. Dr.

L. C. McKenney has bought the right for Eureka District of using Stevens' patent hydro-carbon smelting furnace, and will erect one capable of reducing 100 tons a day. The process has been folly tested in San Francisco, to the satisfaction of practical men. The cost of reduction will be less than half what it is, by the present method.

A massage was received from the Governor, approving the Act for the government of cities and towns; also, Act to amend the Act to regulate proceedings iu civil cases dircting Sheriff. to advertise sales of property tinder execution. Passed: Act for the relief of the deaf and dumb and blind; Act making it the duty of Assessors to furnish financial statistics. ASSEMBLY. Introduced: Act to tax foreign beer.

Passed: Amendatory Act to authorize a State loan; Act for the payment of the State indebtedness; Act for the relief of tho bondsmen of the lata Eben Rhoades; 33 to 12. A message was received from the Governor, approving the ct to protect the wages of labor. Adjourned to Monday. PACIFIC COAST. San Francisco.

S.m FranciBco, Feb. 21. At an early hour this morning the fine residence at the corner of Sutter and Stockton streets, formerly occupied by Dr. A. S.

Bowie, was entirely destroyed by fire; probably the work of aniuceneliary; partly covered by insurance. Dr. Bowie recently sold the property to a Mr. Clark for Ole Johnson, third mate of ship Santa Rosa, tried for the murder of a man named Martiu, on board the vessel, was convicted of manslaughter. A white man went into a China wash-house on California street and deliberately set fire to the place, but it was soon extinguished.

The fellow escaped. George E. seaman belonging to the British ship Michael Scott, fell overboard and drowned. Body not yet recovered. Olef Synderberg, seamen on the bark Monitor, fell overboard from the vessel, February 3, and was drowned.

Ha was a native of Deumark. The banks, Custom-house, Postoffice, Mint and all public offices will be closed on Washington's birthday. There well be a military parade by several regiments and companies, but no regular celebration. San Francisco, Feb. 21, P.

M. The steamer Nevada arrived here about 6 p. all sufe. When ubout 10 days from Honolulu, coming up, her coal gave out, and she was obliged to put back for another supply. Colfax.

Col. Colfax, Feb. 21. A brakemau named Gilmore was killed this morning on the Eustern freight train of the Central Pacific at Clipper Gap. He was dragged along about mile before his body was discovered.

A Rawlins (Wyoming) dispatch, this morning, says the freight train is snowed iu btween Table Rock and Red Desert stations. Eastern-bound passenger train is side-tracked at Bitter Creek, nud the Western-bound passenger train at Medicine Bow. A snow plow and two engines left for the West this morning. Still snowing hard. To-day's Westeru-bouud train 12 hours late.

A Fort Benton (Mou.) dispatch says it is reported that the famous Sioux chief, Sitting Bull, was killed last week at Fort Peck, by a half-breed in terpreter uatued Bennar, while helpin; nimself to goods at a trading post nt that place. EASTERN NEWS. New York, Feb. 21. Jury in the Jumel will case Bowen 3.

Chase gave a verdict for defendant. It is further added that Eliza B. Jumel had no interest in the lands claimed which would descend to her heirs. Case involves property valued at $0,000,000. Chase brought suit against Bowen to enjoin him from bringing additional suits to recover the estate again.

It is asserted that indictments have been presented against Tweed, Sweeny, Connolly aud Ingolls. One of Stokes' lawyers has returned, after an absence from the city, with newly discovered evidence of a startling character. It is stated that a woman was found who picked up a pistol alleged to belong to Fisk upon the landing of the ladies' entrance to the hotel; that her presence can be established; also, that other important links in the chain of evidence, until now missing, are being supplied, and that Judge Davis was aware of this fact when he granted the stay. The Tribune asks the insurgents iu Cuba to lay down their arms, and stop dreaming of independence, and forget past animosities. We offer you the olive branch.

Speaker Parsons and Representative Williams, two colored Republicans, were arrested yesterday, charged with conspiring to pre vent the election of United States Sena tor on the second Tuesday after the organization of the Legislature. They gave bail, and will ba tried March 18. New York, Feb. 21. From information given by a special agent, it appears that the Treasury Department still has under advisement the proposals to compromise the cuse of Phelps, Dodge which was recommended by the United States District Attorney.

A special from Washington says Judge Poland states that his committee can only report the evidence as to Colfax, without making any recommendation. To-morrow (Washington's birthday) will be celebrated here by a partial suspension of business, parade of several military and other organizations, balls, receptions, etc. Two brothers, John and Henry Wagner, were burned to death by fulling iuto a sugar vat at Jersey City. It is understood that the indictments found against the old ring yesterdav are merely intended to cover any weak points in the former iudictments. The parties indicted are ready to offer bail at once, so as to avoid auy temporary incarceration.

The statement that Tweed was going to take his seat as Senator has led to the introduction of a bill against allowing a member to take the oath at any time Indianapolis, Feb. 21. The Senate yesterday passed the Temperance bill; 30 to 17. Having ulready passed the House, it oulv awaits the Governor's signature. It is similar to the Ohio law, aud its provisions are very stringent.
