Poy 20 Monday, Nownbw-23, lmCfrffnhimw 6ntt State legislature returns to conclude year's business By HEIDI RUSSELL AwoeHted Praas Writer HARRISBURG The General Assembly returns this week for what lawmakers agree will be the Una! days of the 1997-98 session. Legislation ranging from banning fees at automated-teller machines to forcing driven to buckle up appears to be dead as lawmakers wind down their business. The Legislature's GOP leaders say they expect to complete business by Tuesday; when they finish ail pending bills become void. A new legislative term begins In December, though the stale Constitution does not require members of the newly elected Legislature to meet until Jan. 5.

The list of bills that will have to be reintro "doubtful," Drachler said. Democrats objected to aspects of some of the House, Drachler said. "He was but clearly, there's no consensus for that. It faced battle In the House, and the Senate rejected it," said Drachler. Godshall won a small battle in the Huse last week to pass an amendment to a biH Ulat' would reduce the amusement tax, passed on to consumers through tickets for such aotrvi-lies as bowling, golfing, skiing and whipster rafting.

3 But action on the bill was postponerVand how it is unlikely, that there will be aiiftal vote, Drachler said. ii Liquor Board Chairman lohn lones IIlalso wanted to change the way Pennsylvania distributes its liquor licenses. duced for 1999 to be considered even Includes plans endorsed by Gov. Tom Ridge and pushed by GOP leaders. "Sometimes you Just run out of time," said Stephen Drachler, spokesman for House Majority Leader lohn Perzel, It-Philadelphia.

Ridge's bill to impose a moratorium on new landfill permits, designed to quell criticism that he has not done enough to curb the increase in trash imported from other states, has yet to reach the floor of either chamber. The Republican governor wanted to impose a three-year moratorium on new permits for.municipal landfills. At this point, chances for passage are Ridges plan to give families state grants for the public or private schools of their choice also will not be considered in the Senate, and, although House leaders say they have the votes to pass it, they will wait until next year to take it up. Earlier this fall. House Republicans announced a package of 13 bills to further clamp down on violence In schools, including one to require a one-year sentence for Juveniles convicted of bringing a gun to school and one to hold parents responsible for acts children commit with a parents weapon.

Although most passed the House, the Senate did not consider them. An effort to combine them into one bill last week failed when uie proposals. The House will consider one bill that in-dudes Increasing penalties for Illegal posses-' sion of a weapon on school property, assaulting teachers, vandalism and retaliating, against a prosecutor or judicial official. The rest of the package, will be considered when the House returns in lanuary, Drachler said. Other bills were dead before they arrived, such as the Democratic proposal to ban consumer fees at automated teller machines.

Another proposal by Rep. Robert R-Montgomery, to allow police to stop dri-. vers for not wearing seat belts, lacks support in. the Senate and will not be considered in Health system criticized for extravagant spending 11 surance company is located, Temple vice president Lawrence C. Connolly said.

Local laws require that companies based on the island hold at least one meeting each year there. Jefferson' Health System spent about $14,600 for six executives to attend two malpractice meetings a year in Canada and the Cayman Islands, Jefferson records show, the newspaper reported. "This is exactly the sort of thing that gives the rest of us in the nonprofit Held a bad name," said Thomas Holland, a University of Georgia expert on nonprofit corporations. Allegheny recently revised its travel policy. Spokesman Thomas G.

Chakurda said the current chief executive, Anthony Sanzo, would allow only the most essential travel to Canada and the Caymans. per reported. Allegheny's physicians and administrators spent vastly more on travel than their counterparts at other focal health systems, The Philadelphia Inquirer reported Sunday. Allegheny executives convened at a distant location four times a year. Each lanuary they went to the Cayman Islands, where Allegheny's offshore insurance agency is located, to discuss whether to fight or settle malpractice claims against Allegheny hospitals and doctors.

Then 15 to 20 executives would fly to a different country every three months to discuss malpractice cases, records show. In all, Allegheny spent $364,000 in travel expenses last year for its malpractice meetings. By comparison, Temple Health System spends about $2,000 each year to send two executives to Bermuda, where its malpractice in PHILADELPHIA (AP) Critics of ihe Allegheny health system say lavish spending on executives' foreign travel is pan of a pattern of extravagant pay and generous perks that benefited the systems executives. "These guys should have had a higher duty to keep costs down." said C. Mitchell Goldman, a Philadelphia health-care lawyer.

"Why did they go to anyplace in Europe? It's all part ot the same pattern. Why did they have limousines and corporate jets? Why did they have a corporate counsel making $800,000 a year when $400,000 was more typical?" Even as its money problems grew, the Allegheny Health, Education and Research Foundation spent hundreds of thousands of dollars to send executives to the Cayman Islands, Paris, Copenhagen and other exotic locales to review malpractice cases in Philadelphia hospitals, a newspa on the AH, THE GOOD LIFE In the quiet of a Sunday afternoon, a man is seen fishing from a boat hanna River near downtown Harrisburg.
