It's the Italian Market, an open-air bazaar where produce spills over tables that spill into the street, where men huddle around fires in steel drums, where trash bins are green, white and red like the Italian flag.

"Chaos is not attractive, people don't want to deal with it." That just roasts their peppers down at the market.

Some put a grate over the drum to grill lunch. Romantic? Maybe. "I'll tell you what other people tell me," said commissioner Levin. "It's so filthy there I would never buy anything there.
