By KENT KILPATRICK Associated Press Storms dumped snow and sleet from the Mississippi Valley to New England and doused the Gulf and mid-Atlantic coasts with rain Sunday. Frigid temperatures prevailed in many other parts of the nation, and in Idaho, ice floes caused flooding along the Snake River. A new storm hovered off the California coast, In the Midwest and northern Plains, the deep cold had ranchers worrying about possible feed shortages developing because of the harsh winter. Freezing temperatures dipped as far south as northern Texas. In southeast Idaho, floodwaters from the ice-choked Snake River flooded lYz square miles of farmland and highways in eastern Idaho.

Gov. John Evans declared a state of emergency and called on the National Guard to battle the floodwaters. No damage estimate was immediately available. Seven families, five of them flooded out, were evacuated Sunday from the area around Blackfoot, 60 miles west of the Wyoming border, and more were threatened. The National Weather Service said the Snake near Weiser has risen more than 4 feet in the last 24 hours.

Temperatures in Idaho during the last week have dipped to 25 degrees below zero in eastern Idaho and down to 10 below in the southwest, causing great chunks of ice to form, break free and then clog at rail and road crossings. At issue was the oil companies' determination to adhere to Carter's policy, and the union's vow that limiting wage and fringe-benefit improvements to 7 percent was unfair to workers.
