i 1. a REAL ESTATE John H. Hall, of the Emery estate, returned yesterday, from iDuluth, v. litre he attended the annual convention oi tne National Association of Building Lwnerg and Manager. He la In an optl-i (rime of mind regarding plans irmuiated at the convention for the of condition among: the Inter-t-i directly represented by the aseocla- Stventy-flve cities were represented, i-nu an agreement was reached to plans into effect as quickly as pos :io.e throughout the length and breadth the land.

Members of the association expressed thtmselves as dissatisfied with an Important feature of the income tax law," said Mr. Hall, "and It was decided to make every effort to have it repealed. Thle particular feature of the law, under present regulations, haa resulted in tenants who are not exempt holding out the amount they are taxed when paying their rent. This entails needless work on the part of the tenant, the ownera of buildings and the Government. The association will works to have the tax collected directly from owners of buildings, which will simplify the methods of procedure considerably.

"Another matter that received attention was the alleged high-handed, methods of insurance companies when insuring the property of membera of the association. It was the generally expressed opinion that insurance rates are entirely too high, and that the association should come to relief of its membership. It was decided after some discussion that a plan that would give the relief wanted should be. worked out within the association. In other words, the association will write insurance for its members, if the plan under consideration is feasible.

"The association will endeavor here after to get the right kind of laws passed iri" those states where a workmen's compensation law is in effect, ao as to equalize the burdens incident to the enforcement of this law. Aa it is now the ten-: deney in most states. Is to throw the greater burden on the employer and make conditions for the employee easier than is 'equitable and just." ifr. Hall returns from the convention with the Impression that Duluth Is a won- derful city, and that Its possibilities for future growth are incalculable. He said that the Minnesota Steel Company, a branch of the United States Steel Com-pany, is building a model city in connection with its plant that will surpass any other city of the kind in the country.

The homes of employees will be of a distinctly modern type, and will have every Convenience that will insure comfort and the right kind of living. This company has already mined tons of Iron ore, and the value of ita wnleh has been mainly assirio- valued at WO.OOO.OOO. The ore. as fast as it is mined, is converted into the fin ished product Instead of being shipped to Pittsburg by lake steamers as haa been the custom in past years. A matter of interest to Cincinnati real estate men." said Mr.

Hall, "came under my observation while attending the convention. A company has been formed within the National Association of Real Kstate Exchanges, and known as the National Real Estate Investment Associates tympany, which has for its object the laying out of subdivisions in different cities and selling lots at prices that will insure quick and handsome profits. The company cleaned up $40,000 on a subdl-vision in Duluth that It promoted during ilie past few months. A certain amount of the company's stock is allotted to each city in which there Is a Real Estate Exchange, no member of such exchange being allowed to buy more than $300 worth uf stock." Mr. Hall "boosted" Cincinnati with all 1 is might while at the convention.

He distributed pennants bearing the word Cincinnati." and postal cards advertising t.rs city's advantages all supplied him by Carl Dehoney, of the Chamber of CraTtmerce wherever he went. While attending a performance of "Ready Money" Duluth theater, he managed to sub stitute bundles of these pennants for the stage money used in the play. In one of the acts it Is the business of the leading marl tn "dia- down in his jeans' and pro duce in a hurry bank rolls of plethoric sire. When, in place of the stage money, he jerked out of his pockets the Cincin nati pennants, the 400 delegates present delie-ht over the neatness with which the Queen City's rivals had hd It nut over on thenv The leading man rubbed it in on the rival cities by ninn'nz a rjennant in the coat lapel of hi associates. Mr.

Hall will start a movement to have all delegates to the Atlanta convention in who pass through suit-ablv entertained, and then Invited to con-tini: their Journey southward in special jirs that the local contingent will char ter.
