a a Invites Leave Some Unhappy WASHINGTON The Carter Inaugural Committee sent out approximately 300,000 invitations in hopes of pleasing everyone, but some people who worked for Jimmy Carter's election are unhappy. Some who spent more than a year seeking his election didn't get an invitation; some Republicans who opposed him at every stage did. "In an operation the magnitude of a presidential inauguration, and given the short period of time within which there is to plan this program, mistakes are bound to be made, and some were made," said Vicki Rogers, a co-chairman of the Inaugural Committee. "Presently, we are in the process of checking our invitation lists and correcting the errors regarding the mechanics of the process. By next week, most of our mistakes will be corrected." THE MISTAKES and irregularities have been of a various nature: The Almanac By United Press International TODAY IS SUNDAY, JAN.

9, the ninth day of 1977 with 356 to follow. The moon is approaching its last quarter. The morning stars are Mercury, Mars and Saturn. The evening stars are Venus and Jupiter. Those born on this date are under the sign of Capricorn.

Richard Nixon, 37th president of the United States, was born Jan. 9, 1913. ALSO ON THIS DAY IN HISTORY: In 1793, the first successful balloon flight in the United States was made by Jean Blanchard over Philadelphia. In 1861, Mississippi seceded from the Union. In 1945, American troops invaded the Philippine island of Luzon and went on to liberate Manila.

In 1968, Surveyor 7 made a soft landing on the moon. A THOUGHT FOR THE DAY: American humorist Will Rogers said, "Everything is funny as long as it is happening to somebody else." EN A local railroad executive was asked to be host at one of the inaugural parties, although he had not been invited to the party himself. A campaign worker in northern Virginia was asked to submit a list of 10 colleagues who deserved an invitation; she did, but none of the 10 names she submitted received invitations nor did she. A Maryland man who campaigned for Carter for two years drove more than 27,000 miles in his own automobile and donated more than $700; he has not been invited to any inaugural party, but knows three Republicans who were. The Carter Inaugural Committee concedes that there have been many mistakes, which it blames on a foul-up by its computer.

But the committee says everyone should come to Washing. ton to take part in some of the free events. HAVE AGGRESSIVELY planned a series of free public events in Washington for inaugural week," Miss Rogers said. "The scope of these events is unprecedented in any prior inaugural. "A person need not have an invitation to come to Washington to participate in these events.

We encourage people from all over the country come to Washington, and we are making every effort to insure that they will have a most memorable week." Ex-Dental Official, Rodriguez, Is Dead Dr. Armando Charles Rodriguez, a native of Tampa and former president of the Hillsborough County Dental Association, died Thursday at the age of 65. A graduate of Jesuit High School and Georgtown University, Dr. Rodriguez was a member of the University Club, Ye Mystic Krewe of Gasparilla and former member of the Tampa Yacht and County Club. The qualified are usually professionals like lawyers, physicians, psychiatrists, clergymen, counselors, etc. The quick tongued, ever ready to give unasked for advice, are not qualified to give it They are meddlers in other people's business. Have you ever noticed the meddlers who are so liberal with unasked for advice are often the ones who would not think of giving help in other ways? Is it any wonder meddlers are resented? Conversely, many of us are indebted to people we know and respect for their advice when needed. Their advice is often invaluable, beyond a price tag. Generally, is it not a good idea to make sure the advice YOU get helps YOU more than the person giving it? JACK G.

Molly Fitch Is Buried In Arlington Mrs. Molly Lynch Fitch of Tampa, secretary to the late Philip Murray, president of the Congress of Industrial Organizations, was buried Wednesday in Arlington National Cemetery.

She died of cancer last Sunday in Georgetown University Hospital, Washington D.C. She was 65. Born in Pittsburgh, Mrs. Fitch was a legal secretary in CIO headquaters in Washington before becoming Murray's secretary after his election as CIO president in 1940. After Murray's death in 1952 she served as Washington secretary to David J.

McDonald, president of the United Steelworkers of America. Mrs. Fitch was a volunteer worker in Georgetown Hospital in Washington and St. Joseph's hospital in Tampa. She moved to Tampa after her retirement in 1971.

Halting Entry Of Illegals Top Priority WASHINGTON (AP) A Cabinet committee says U.S. policy should stress preventing illegal immigration, rather than apprehending illegal aliens already in the country, because deporting hundreds of thousands of aliens would be "inhumane and impractical." In a report issued yesterday, the Domestic Council Committee on Illegal Aliens said the effort to enforce immigration laws "must stress prevention above all other considerations." The report continued, "It is vastly more desirable from both a policy and a resources standpoint to prevent entry of the illegal (alien) or screen out potential illegals before arrival than to locate and apprehend the illegal once he is in the United States." The committee said this is the "currently accepted" strategy of the Immigration and Naturalization Service and the State Department, but recommended more money, better management and increased cooperation among federal agencies in order to make the strategy work. THE IMMIGRATION Service estimates there are eight million illegal aliens in the country, and 400,000 may be coming in annually. President Ford established the committee two years ago to review the illegal alien situation. Atty.

Gen. Edward H. Levi was the chairman, with members from other departments and federal agencies. The committee noted that "a dramatic lack of reliable information makes thorough analysis of illegal immigration impossible at this time." It urged more research to measure the impact of illegal aliens on the U.S. labor market, social services, and the economy in general.

Many illegal aliens avoid contacts with government agencies, change residences frequently, and distrust interviewers, the committee noted, so it is virtually impossible to gather reliable data about them. BUT THE committee said the few existing studies show that "illegal immigration is significant and growing" and that "the impact of illegal aliens at this time seems to be in the labor market." The committee called for legislation making it illegal for an employer knowingly to hire illegal aliens.
