THE TAMPA Thursday, May 29. 1975 'GommissionerS'Mayi 4 'a 1 1 4 Take Clerk To Gotira 1 1 4 Tribune Bureau PORT RICHEY Non-payment of a bill could place the Pasco County Commission and its clerk, Miller Newton, in court, but against each other. Pasco Circuit Clerk Newton, who is also clerk and auditor to the county commision, yesterday refused to pay a $2,644 bill for work at Green "ON THE advice of my attorney, I am unable to pay the $2,644 due to Casson Engineering," Newton said. Newton laid the work was authorized without compliance with the state Competitive Negotiations Act requiring the county to give all firms an opportunity to bid th project. "My attorney advises me to act as ai auditor," he said.

"I can only pay this bill court order." "WE BECOME adversaries at thif point," Newton told the commission. County Commissioner Bob Rees, who sug pervises the Green Key Project, said thee problem was caused by a misunderstanding on the part of former County Engineer Johns Sampson. Rees said the engineering department authorized th survey work believing no project under $3,000 had to comply with the" competitive negotiations act. The commission referred the matter to County Attorney Peter Dunbar" for study. 0 4 r.

The council tabled a county proposal for a low income federal housing project of 20 units to be built on six acres of land adjacent to Easy Acres subdivision. The proposal, presented by the county housing director, drew objections from area residents. Cost of the 20-year platvis estimated at $25,000 to $30,00. with the federal government paying two thirds of the cost and the balance paid by jhe city and state. Tribune Bureau ZEPHYRHILLS Despite opposition from residents, the city council Tuesday night approved by a 3-2 vote a building permit for a Greyhound bus station on Sixth Street between Sixth and Seventh nue.

Bus station operator Robert Craig is renting the building at his present location on Fourth Avenue and owns the land where he plans to build the new station. The Leopards conclude the workouts in a jamboree at Haines City Friday night. ecision On Gity Applies For Grant Coach Wears By WALT RIDDLE Tribune Sports Writer BROOKSVILLE The first two years Jim Gladden coached Hernando High School, he had a total of two running backs one per football season. A lot of people wondered why Glad-jjen could be seen stopping students around campus and asking them if they would like to try out for running back.

Even businessmen were approached to see if they knew of anyone. It showed on the gridiron as the Leopards filled the air with footballs. Gladden did a super job in producing winners, but he knew it was going to catch up with him in the big games and it did. "WE LINED up In the formation and everything worked off the one kid each year who could run," said Gladden. "We didn't have another kid who could make a first down." Gladden doesn't have this problem in 1975.

In fact he has running backs running (pardon the pun) out of his ears and when people take a look at his team in the fall they will notice that the mentor has changed his offense to take advantage of this. Hernando is running the Houston veer and the split backfield will find Gene Barnes and Mike Minnie in the starting spots. Gladden is high on both boys and is -also looking for great things out of their back-up boys Stan Stephens, Joe Revell and Reg Delaine. are very pleased with this position for the fall," said Gladden, who has directed his charges to better than average winning seasons in the two years he has been at the helm. NOT ONLY is Gladden blessed with there are no strings attached as there are to so many federal grants," Harold Youmans, administrative assistant, said.

By JOE HENDERSON Tribune Sports Writer LAND O'LAKES Land O'Lakes Senior High principal Leroy McCIain said yesterday that he hopes to reach a decision soon on a head football' coach for the school. "I am looking for a teacher first and a coach second," Parking Lot Being Built Tribune Bureau DADE CITY A city-owned lot adjacent to the police station used for parking is being leveled and graded by city crews in the first phase of construction of a new mini-parking lot. When paved the lot will provide parking for 22 vehicles, City Manager Ben Bolan said. The ground is now being cleared of railroad ties, grassy mounds and other obstacles to provide parking spaces for city hall visitors, police de-. partment and city employes vehicles.

Financed from the city's general improvement fund, the work should be completed in about two weeks, Bolan Tribune Bureau DADE CITY Application is being made here for a $6,250 federal grant to purchase fire department equipment. The city council Tuesday night voted to seek the federal grant to be matched with local money to buy a pump to give the department the capability of drawing lake water through its vehicle pumper, new hoses, a portable radio transmitter to improve the existing radio net and gear to be used for smoke pro: tection. Under the Rural Development Act, money is made available through the U.S. Department of Agriculture for th improvement of fire protection' in rural communities. "And the best part of it is Charter Panel Meet Canceled Tribune Bureau DADE CITY A meeting of the Pasco County Charter Commission was canceled yesterday because of lack of a quorum; The 2 p.m." meeting had been scheduled to begin in leisure room of the TariTph Electric Company here, "but was calle off after an hour's delay while waiting for jth legal number of commisslop members necessary to condliot business.

Baseball's Top Ten running backs, but he's got a new quar back to offensive tackle. "Bryon has started at different places for us the past two years and will be some place in the starting lineup come September," Gladden added. Hernando is very solid at split end with Bob Markford and Wayne Albright around. markford will start, but Gladden feels Albright will be some kind of end in the very near future. THE TACKLES will be held down by Eddie Carlton and either Chambliss or Tim Jinkens.

The guards are set with Bruce Causey and Ed White, while How-' ard White will start in the Haines City jamboree on Friday. He has been running No. 1 during drills because of the injury to two-year starter Mark Johnson, a college prospect. Johnson has been visiting different doctors with his lower back grouble. He was in Gainesville Tuesday seeing a specialist.

Gladden said that Jay Wilkes and Tim' Wheeles will see a great deal of action in the fall in a reserve role at guard and tackle. Gladden said this year's secondary is the strongest he has had in the three years he has been at the local school. Lashley will start at strong safety, while George Floyd, a starter on the jayvees in 1974, is set at free safety and two-year starter Oscar Elliott and Stephens at cornerbacks. Shelton Lee will be a swing man at cornerback. CHAMBLISS AND Jinkens will start at defensive end, while tackle is wide open as Hernando lost everyone who logged playing experience at this position.

If Johnson heels, he will get a crack at one spot, while Cameron looks like the starter at the other spot. Nose guard has also been a wide open fight as Hernando lost first-team All- State star Chris Jacks to graduation. Gladden points to rising senior Ed White has having the inside track, whith Scooter Sellars a close second. Another boy who will get a crack at this position in the fall when he returns from a shoulder injury is Tony Swain, a starter at linebacker last year. The linebackers will be Ricky Whitt- man, a starter last fall, and Roland Huss, who is also an experienced boy.

Gladden's three goals at the start of Spring drills were to rebuild the defensive line and the offensive backfield and find a tight end. He appears to be on his way to accomplishing this. Leopard fans will get a chance Friday night in Haines City to see this year's club perform in the jamboree. "We feel it is the tpughest 3-A jamboree said Gladden. Other teams on hand include Lake Wales, Leesburg, Kissimmee and Bartow.

want a man who can do the job in the classrooms as well as get our football program under way." McCIain declined to list the candidates currently under consideration but- he did say that he can do little until the Pasco County School Board lifts its teacher hiring freeze. "THE FREEZE has hurt us," McCIain said. "We have interviewed eight applicants and only one of them has been from Jnside the county. Until the board lifts its freeze, we can't hire anyone from outside Pasco County. "I would expect that the board will, lift the freeze in early Jqne and then we can go from there.

But you nver know about these things. The board might not lift the freeze and if it doesn't, we'll have to look at our situation more closely." Land O'Lakes will begin varsity play this fall in Class 2-A. Up to now the school has competed exclusively on a junior high level: When its athletes reached high school age, they attended Pasco High in Dade City. THE. GATORS completed spring drills Monday.

The junior high coaches supervised the practice sessions, which' were fundamental in nature. All of the practices were run without oads. "We 'just tried to get some conditioning and fundamentals in," McCIain said. "We closed out our drills' before we got the full 20 days in because we didn't want to burn our kids out. We felt that since we weren't out there in pads that we might get our kids bored." Land O'Lakes currently has a new football stadium under construction adjacent to the high school.

McCIain says that the field should be ready this fall and added that he'd like to see a track constructed on the same site. "We're hoping right' now that we can get a track built around our. new field." Another item that Land O'Lakes desperately needs is a gymnasium. Its junior high team had to play its games on an outside court last year and this year's varsity team will have to play all of its games away from home.

"We are on the county's priority list for a new gym," McCIain said. "We really need a gym, not only for our basketball -program but as a classroom."
